Description
The USDA, Animal and Plant Health Inspections Service (APHIS), National Monitoring and Residue Analysis Laboratory (NMRAL), Gulfport, MS intends to acquire the laboratory gases and equipment for a base year and four option years. Please call Jason Wilking 6121-370-2217 for a bid list. List of gases and equipment is as follows: 1. Helium, zero grade laboratory; 2. Methane, 5% Argon 95%(99.999%)UN1956 3. Air Instrument, UN1002,<1ppm THC,<3ppm H2O; 4. Nitrogen (99.998%) UN1066; 5. Carbon Dioxide Liquefied UN1013 (Govt-Owned Cyl) 6. Hydrogen (99.99%) 7. Oxygen (99.99%) Purity grade 4.7 8. Nitrogen Liquid DEWAR (99.999%) 9. Monthly demurrage (rental) for each. Helium shall be awarded to a private helium distributor which has established and maintains eligibility to distribute helium purchased from the Bureau of Land Management, As specified by 30 CFR602 "Bureau of Land Management" means the Department of the Interior, Bureau of Land Management, Helium Field Operations, 801 South Fillmore Street, Amarillo, TX 79101 Monthly Demurrage (Rental) on all cylinders; Monthly rental includes pickup and delivery of empty cylinders by the Contractor. The Government reserves the right to award on an All-or-None basis. Contractor must be located within a 150 mile radius of the Gulfport, MS laboratory. Each cylinder must be 244 cubic feet, Cylinders must comply with the Department of Transportation specifications and OSHA requirements. Emergency orders: leaks and malfunctions of instrumentation require delivery within 12-hours of notification by the ordering office. The NAICS code is 454312. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular 97-27. Applicable FAR clauses are incorporated by reference: Instructions to Offerors - Commercial Items 52.212-1; Prompt Payment 52.249-1 (4/84); Fixed price 52.243-1 (8/87); Small Disadvantaged Business Concern 52.219-1; Notice of price Evaluations preference for HUB Zone Small Business Concern 52.219-4; Evaluation-Commercial items 52.212-2 (10/97); offeror Representations and Certifications 52.212-3 (10/98); Contract Terms and Conditions-Commercial Items 52.212-4 (4/98); Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items 52.212-5(10/98); 52.217-5 Evaluation of options (07/90); Option to extend term of contract 52.217-9 (03/00) (a) the government may extend the term of the contract by written notice to the contractor anytime during the period of performance; provided the government gives the contractor a preliminary written notice of its intent to extend 60 days before contract expires. The preliminary notice does not commit the government to an extension. (b) If the government exercises this option the extended contract shall be considered to included this option clause. (c) the total duration of this contract including the exercise of any option under this clause shall not exceed 57 months, Award will be made to the lowest priced, technically acceptable, responsive and responsible offeror.
