Description
The Dept. of Commerce, National Oceanic and Atmospheric Administation (NOAA) intends to issue a sole source purchase order to RCS Communications, Inc. Rt. 1 Box 129, Max Meadows, VA 24360. The contractor shall assist in communications design modifications to automate flood warning systems and troubleshooting and maintenance of IFLOWS. IFLOWs is a wide area communications network which uses VHF and UHF radio, Microwave dedicated line, and satellite comunications media. Its purpose is to provide two way communications of hydrologic information bewteen Federal, State and county government offices responsible for emergency management and flood forecasting. Portions of the network are operated by NWS-owned equipment, while others depend upon the technical facilities of various Federal, State, and local entities. Contractor shall possess specialized knowledge of IFLOWS software, communications hardware and protocols, site specific computer and communications hardware and software configurations, multiple system interfaces, radio propagation theory, hydrometeorological sensor construction and operation, and best practice code requirements for the installation and operation of electrical and radio transmission equipment. Work shall be conducted at points in the thirteen state area of NY, NJ, PA, VA, WV, NC, SC, TN and KY. The period of performance shall be January 1, 2002 through Septmeber 30, 2002. The statutory authority for other than full and open competition is 41 U.S.C. 253 (c)(1), Only One Responsible Source. Companies who are capable of providing the above service must submit in writing their capabilities of performing the required task within 10 days of this announcement. Copies of Request for Quotation EA1330-02-RQ-0008 will only be provided to companies that are determined to be capable of performing the service. RFQ is to be issued on or about December 4, 2001. Telephone requests will not be accepted. All responses from responsible sources will be considered. This is a simplified acquisition with a value of less than $100,000.
