Description
The Bureau of Labor Statistics, (BLS) Contracts and Procurement Branch intends to award a service requirement to Signing Hands at 7432 Alban Station Boulevard, Springfield, Virginia, to provide for the hearing impaired employees one (1) primary interpreter to work on-site from 8:30 a.m. to 4:00 p.m. The contractor shall also provide within forty (40) hours notification sign language interpreters for training courses in the Washington, D.C. area on an as needed basis. All Interpreters shall have the ability to interpret/transliterate Spoken English using either Manually Coded English (MCE), American Sign Language (ASL), Or Pigeon Signed English (PSE). The interpreter shall be equally skilled in every mode of communication commonly used in the American Deaf Community and shall be ready to interpret in the most effective mode for a professional body of employees having varied communication styles and preferences. The ability to interpret MCE, ASL, and PSE into Spoken English for hearing employees who are not acquainted with manual methods of communication. The interpreter shall have equal facility in all languages required (MCE, ASL, PSE, and Spoken English). The knowledge of computer technology and terminology in all required forms of communication (MCE, ASL, PSE, and Spoken English). The ability to understand and effectively express with conceptual accuracy computer technology and terminology or any other technical vocabulary as necessary. Ability to interpret/co-interpret in a team meeting setting (several speakers at an intense and rapid pace) and coordinate sign language interpreter services. Knowledge of assistive/technical equipment for deaf/hard-of-hearing employees and deaf culture. Certification from an accredited and recognized body such as the Registry of Interpreters for the Deaf (RID) or the National Association for the Deaf (NAD) is required. All interpreters shall adhere to and apply the letter and spirit of the RID Code of Ethics. Interpreters shall have four (4) years experience as a sign language interpeter All information shall be submitted to BLS, Room 1830, 2 Massachusetts Avenue,N.E. Washington, D.C. 20212 no later than 3:00 p.m. EDT, December 13, 2001, and be clearly marked with Identification Number BLS-02-15.
