Description
The FAA proposes to award a cost-plus-fixed-fee contract in the amount of $10,000,000 to Raytheon Company on a sole source basis for the separation of FAA only study related efforts from the Digital Airport Surveillance Radar (DASR) contract between the USAF and Raytheon. The study related activities are an integral part of the DASR contract. Therefore, the proposed effort does not constitute a new award but a transfer to the FAA of some of the tasks contained in the existing DASR contract awarded to Raytheon in 1996 based on full and open competition. The purpose of the contract is to facilitate contract administration between the FAA and the USAF and to eliminate redundant and conflicting work by FAA and USAF personnel in relation to the tasks that are associated with the FAA ASR-11 sites. Raytheon is the designer and manufacturer of the DASR and, as such, is the only contractor with the necessary knowledge and skills to perform the studies. In addition, because the ! DASR is a Non-Development Item (NDI), the drawings and technical data that any other contractor would require to perform the proposed effort are not available. Contract award is planned for January 15, 2002.
