- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a paper copy of the solicitation will not be issued. Solicitation Number F41636-02-T-0012 is issued as a request for quotation (RFQ). The request for quotation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular 98-01. This procurement is unrestricted and will follow simplified acquisition procedures in FAR Part 13. NAICS is 514199 and small business size standard is $5M. RFQ is to provide subscription for Web-based Library System for the period of 01 Jan 02-31 Dec 02. The Web-based Library System includes (Item 0200) 340N NAS (Item 0201) 410N ASTM (Item 0202) 580N EIA (Item 0203) 610N IEEE (Item 0204) 611N IPC (Item 0205) 612N IESNA (Item 0206) Q5140 ANSI chemical (Item 0207) Q5170 ANSI photography (Item 0208) Q5190 ANSI general (Item 0209) ML49 NASA (Item 0210) ML79 DOD Directives (Item 0211) QSB1 Mil Specs and Standards (Item 0212) WWO World Wide Standards Index and (Item 0213) CatalogXpress--vendor-GSA Source One . Contractor must quote on all line items as FOB Destination, for delivery to Bldg 2028 LAFB Room 104L. Note that all FAR clauses can be obtained by accessing the Internet at http.farsite.hill.af.mil. Note that 52.212-1, Instructions to Offerors-Commercial Items, FAR 52.252-2, Clauses Incorporated by Reference, and FAR 52.252-6 Authorized Deviations in Clauses apply to this acquisition. In addition, the clauses at 52.212-4, Contract Terms and Conditions?Commercial Items, and 52.212-5, Contract terms and conditions required to implement Statutes or Executive Orders--Commercial Items applies to this solicitation. Specifically, the following clauses cited are applicable: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for special disabled and Vietnam Era Veterans; Far 52.222-36, Affirmative Action for Handicapped Workers, FAR 52.225-1, Buy American Act?Balance of Payments Program, FAR 52.232-33, Payment by Electronic Funds Transfer ? Central Contractor Registration. All interested parties must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications?Commercial Items, and must be registered with the Central Contractor Registration (CCR) as prescribed in DFARS 252.204-7004 & 252.232-7009. CCR can be obtained by accessing the Internet http://www.ccr2000.com or by calling 1-888-227-2423. The CCR number must be obtained before award can be made. Also, include a completed copy of the provision at. Award will be based on meeting the requirement, evaluation of lowest price, and responsible offer/quote.
