Description
The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure the following on an other than full and open competition basis from Veridian Engineering Inc: Wind tunnel testing of the Spike demonstration baseline and alternate configurations with an option of an additional tunnel entry. The wind tunnel test shall provide aerodynamic force and moment data of each configuration at numerous Mach numbers, Reynolds numbers, angles-of-attack, and roll angles. The baseline configuration will consist of a cylindrical body, ring-tail, and moveable cruciform canards. Due to the small size of the spike vehicle, it is necessary to test at full-scale dimensions. Since it is impractical to test most air-vehicles at full-scale dimensions, many wind tunnels have been designed so that their flow qualities account for smaller than full-scale models. In particular, proper combinations of Mach number, dynamic pressure and Reynolds number are the main flow qualities necessary for accurate data. This precludes the Spike model from being tested in these tunnels since proper flow qualities are not possible. The Mach number range that must be tested is from 0.10 to 0.95. Based on operational altitude and ambient temperatures, the corresponding Reynolds numbers per foot for Mach 0.10 must range from 350,000 to 900,000 and the dynamic pressure from 7 lb/ft2 to 18 lb/ft2. For Mach 0.90 the Reynolds number per foot must range from 3,200,000 to 5,150,000 and the dynamic pressure from 600 lb/ft2 to 1050 lb/ft2. The proposed contract type is a Firm Fixed Price. This notice of intent is not a request for competitive proposals. However, any interested person may identify their interest by submitting their qualifications and capability to perform, and/or a proposal within 45 days after publication of this synopsis.
