Description
This is an indefinite delivery, indefinite quantity, multiple award contract (MAC)for design/build construction, renovation, alterations, and repairs for administrative building projects (similar to but not limited to Bachelor Enlisted Quarters, Personnel Support Facilities, Operation Centers, Child Development Centers and Chapels) that may have secure communications requirements at Federal facilities predominantly in Atlantic Division, Naval Facilities Engineering Command's area of responsibility (from Maine through North Carolina including West Virginia and Puerto Rico); however, fully designed projects may also be included in these contracts. The contractor shall provide all labor, supervision, engineering, materials, equipment, tools, parts, supplies, and transportation to perform all of the services described in the plans and specifications for each task order. This procurement is for one solicitation that may result in multiple awards. A maximum of six awards will be made under this solicitation. Each contract is for a base year and four one-year option periods. The maximum annual value of each contract is $150,000,000. We anticipate a maximum of $750,000,000 worth of projects to be placed on these contracts over the five-year term. Task orders may range from $10,000,000 to $100,000,000; however, smaller and larger dollar value projects may be considered. Future task orders will be competed among the awarded contracts. The requirements for the technical Source Selection criteria factors are as follows: Factor A ? Corporate Experience; Factor B ? Past Performance; Factor C ? Contractor?s Capability ? Multiple Large Projects; Factor D ? Support of the Small Business Program; Factor E ? Technical Approach for the Seed Project. For purposes of evaluation of offers, the technical factors, when combined, are significantly more important than price. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; to award the contract to other than the proposer submitting the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED THAT AN AWARD MAY BE MADE WITHOUT EXCHANGES OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Proposers should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. The Request for Proposals will be issued on 20 December 2001. The receipt date of proposals is 19 January 2002 2:00 p.m. This solicitation is available in electronic format only. All documents will be in the Adobe Acrobat PDF file format via the internet.
