Description

The United States Environmental Protection Agency (EPA), Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Protection Partnerships Division (CPPD) has a requirement for program support services. The primary goal of CPPD's partnership programs is to reduce emissions of greenhouse gases and other pollutants, while simultaneously focusing on opportunities to increase efficiency of systems and profitability. Program partners include project developers, state agencies, equipment suppliers, non-governmental organizations, and local governments. There are significant opportunities to reduce emissions from the energy supply sector. Some opportunities arise from improving the efficiency of energy supply, while others involve replacing carbon-intensive fuels with less-carbon-intensive fuels to generate energy. A particularly cost-effective example of a clean, efficient energy supply technology that is combined heat and power (CHP). CHP technologies have not yet reached their full potential due to several market barriers. Another group of technologies that offer promising emissions reduction benefits are renewable energy technologies. Wind power, geothermal, biomass and solar energy are becoming increasingly available to U.S. consumers through green power markets, but consumers continue to face barriers in purchasing green power. In addition to these technologies, there is also an opportunity to encourage voluntary greenhouse gas reductions in the industrial sector through high-quality corporate greenhouse gas (GHG) inventories. EPA's goal is to develop transparent methodologies to collect and track high-quality data for a variety of corporate activities into a single, easy-to-use corporate GHG inventory protocol. The Contractor shall provide program support as follows: outreach support services, tracking and customer service; analytical work including collecting additional data through site studies, performing technical, regulatory, economic, financial or other analyses; logistics for programs, including planning, arranging, administering, and conducting outreach events and workshops; outreach activities, including developing informational materials on the programs; modeling activities including economic, financial and technical analysis modeling, as well as electric sector modeling; site-specific feasibility and engineering activities on project opportunities; literature review, document review and quick-turnaround research on various subject areas. EPA anticipates awarding one or more fixed-rate, indefinite-delivery/indefinite-quantity contracts for this requirement. The period of performance for this requirement will be five years (a one-year base period and four, one-year option periods). The total estimated level of effort for the five year period is 185,000 hours. The Request for Proposals (RFP) for this requirement should be available to prospective offerors on or before December 31, 2001 via the Internet at the address hyper-linked below.
