- Description
- NASA/GRC plans to issue a Request for Quotation (RFQ) for INTEGRATED LOOP HEAT PIPE, SILICON WICK. This procurement is being conducted under MidRange Procedures, NFS 1871. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. NASA/GRC intends to purchase these services from University of Cincinnati, extending the period of performance an additional two years, under existing contract number NAS3-01120. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), "only one responsible source and no other supplies or services will satisfy agency requirements." The University of Cincinnati is the only source knowledgeable to manufacture loop heat pipe wicks in silicon to meet the requirements of NASA GRC. Interested firms have until December 11, 2001 to submit in writing (e-mail is acceptable) to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after this date or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
