- STATEMENT OF WORK The contractor will perform non-instructional, non-personal services as a classroom monitor for buildings both on and off the installation, used in support of the Luke Air Force Base off-duty education program. 1. DEFINITION OF A UNIT: A unit of work will consist of opening and closing appropriate classrooms in designated buildings, and monitoring of the buildings during class meeting times. Duties will normally be performed, when classes are in session, Monday through Friday from 1645 ? 2200, and Saturday from 0800 to 1300, unless otherwise noted. a. CALLS FOR UNITS: The base Education Services Officer or designee will determine when services under this contract will be required, and will place the calls for service. A ?Call for Service? is defined as the notification to the contractor that opening, closing and monitoring of classrooms will be required for scheduled classes or requested make-up sessions. b. In the event the government desires to cancel a call in its entirety after it has been placed, the government may do so at no cost, provided at least 24 hours advance notification of such cancellation is provided to the contractor. The 24-hour advance notice will be waived in the event of a sudden change to the THREATCON or unforeseen adverse weather conditions. 2. FACILITIES INVOLVED: The facilities include any building both on and off Luke AFB used in support of the off duty education program. 3. SERVICE PERFORMANCE: The contractor will inform the Education Services Officer or designee immediately if unable to perform the required service. The contractor will be responsible for providing a substitute, who must be approved by the Education Services Officer or designee prior to class start time on the day of substitution. Substitutes must also be approved by the Luke AFB Contracting Office. Substitutes will be at no cost to the government. 4. THE CONTRACTOR SHALL: a. Report to the Education Services Flight administration office in Bldg 1150 one week prior to the start of every term to receive the schedule of classes and obtain appropriate training from the facility building manager. The schedule is based on the college academic year, normally five (5) eight (8) week terms per year, unless otherwise noted. b. Open classroom doors and turn on lights no earlier than fifteen (15) minutes prior to the start time of classes. Turn on outside lights at building entrances for evening classes. The contractor will ensure that all requested audio/visual equipment has been placed in the classrooms and is in working order. The contractor will establish a base of operations in buildings designated for classes. The contractor will ensure that all directives relating to safety/fire prevention are followed. The contractor will ensure that the no smoking policy and no food/drink (except in designated areas) policy is followed in all classrooms and facilities used in support of the off duty education program. The Education Services Officer is to be notified of all policy transgressions within twenty-four (24) hours of occurrence. A minimum of one walk through of the classroom buildings while classes are in session will be performed every evening or Saturday when classes are in session. c. Ensure that all classrooms used are returned to their original configuration and order. This will include aligning the chairs and desks, erasing/washing the boards following the last class each evening they are in session. All lights will be turned off, windows closed, and doors locked to individual classrooms. Any trash will be removed from the classrooms and dumped in the nearest base or school trash bin. The contractor will also turn off lights in restrooms. Entrance/exit doors will be secured prior to the contractor leaving the building after the last class for the day/evening has been dismissed. d. Return all audio/visual equipment to the storage locker and secure the locker. Any equipment damage is to be reported to the Education Services Officer or designee within twenty-four (24) hours of occurrence. e. Must be able to read, write, speak, and understand the English language. f. Be responsible for safeguarding all building keys entrusted and sign a hand receipt for all keys received. g. Provide all labor and transportation required in support of this contract. Contractor will not be reimbursed for transportation costs. 5. DELIVERY TICKETS/INVOICES: The contractor will submit vouchers for payment to the Education Services Officer on the last duty day of every month classes are in session. 6. QUALIFICATIONS: Applicants must be at least 21 years of age, have their own transportation, and have a minimum of one (1) year remaining on station. Contractor must possess a National Agency Check background investigation. 7. EMPLOYMENT STATUS: Individuals performing services under this contract are not appointed to positions in the competitive services and do not have the status of an Air Force employee, but rather that of an independent contractor. An employee/employer relationship does not exist.
