Description

This is a Sources Sought Synopsis to identify potential sources with demonstrated capabilities to provide Sustaining Engineering Services for The Air Launched Cruise Missile (ALCM) and Conventional Air Launched Cruise Missile (CALCM). These services will include three major categories of effort: Recurring, nonrecurring, and Engineering Manufacturing and Development (EMD). The recurring effort involves continuing contractor action in the following areas: providing a single point of contact relating to the engineering of missiles, conducting reliability and maintainability investigations, performing failure analysis, providing field engineering support, and operating the ALCM/CALCM System Integration Lab (ASIL). Also, the contractor accomplishes Service Life Extension Program (SLEP) surveillance studies to identify aging trends and includes effects upon reliability, maintainability, nuclear hardness and survivability. There are a wide variety of nonrecurring efforts from corrosion investigations to flight test anomaly resolution and upgrading of software blocks. An example of an EMD task is the contractor implementing projects resulting from SLEP surveillance studies such as the replacement of the ALCM Inertial Navigation Element. Any contractor wishing to be considered must be able to demonstrate their technical expertise and experience critical for the support of these weapon systems. The Government does not have a reprocurement data package to provide potential offerors. Contractor must possess access to all appropriate data.
