Description

NA AMENMENT TO THE INSTITUTE FOR SOLDIER NANOTECHNOLOGIES Broad Agency Announcement (BAA) DAAD19-02-R-0001. The (BAA) DAAD19-02-R-0001, was posted in the Commerce Business Daily (CBDNet) on October 4, 2001, [Printed Issue Date: October 9, 2001]. This amendment is being issued to clarify the evaluation of University Commitment and Cost and to further define proposal submission information and the selection process. a. Amend Page 14, paragraph 5.1 to include the following information: A Proposal Cover Sheet (ARO Form 51) shall be submitted with the proposal and shall include a single sheet attachment identified as ?Proposal Partnerships?. Proposal partnerships are all cooperative partnerships with industry, consultants and advisors, including personnel from other universities or other not-for-profit organizations. Amend Page 16, paragraph 5.3, Proposal Submission Information, PROPOSAL ITEM/VOLUME, to include the ?Proposal Partnerships attachment? for the Proposal Cover Sheet (ARO Form 51). b. Amend Page 18, Paragraph 6.1 Introduction, to include the following information: The Government reserves the right to appoint evaluators that are not government employees. All source selection evaluators will be required to sign a certificate concerning Conflicts of Interest, Nondisclosure and Rules of Conduct. c. Amend Page 19, Paragraph 6.3 Relative Importance of Factors and Subfactors, remove current Paragraph 6.3 in its entirety and replace with the following: The Research Program Volume is significantly more important than the Program Management Volume. The Research Program Volume and Program Management Volume are individually significantly more important than University Commitment. Cost will be evaluated for realism and reasonableness only and will not be weighted. Within the Research Program Volume the two research areas (Soldier Protection, and Materials Development and Processing) and the Outreach Plan are each of equal importance. Within the Program Management Volume, the Internal UARC Organizational Structure and Plan, the UARC Research Management Plan, and the Technology Transition Management Plan, are each of equal importance. Within the Cost Volume the evaluation criteria for University Commitment (the adequacy and appropriateness of the proposed dedicated facility and the extent of university and/or industrial commitment, either monetary or in-kind) are of equal importance. d. Amend Page 20, Paragraph 6.6 Evaluation of University Commitment and Cost, remove the current Paragraph 6.6 in its entirety and replace with the following: The University Commitment evaluation will be based on the following criteria, which are of equal importance. 1. The adequacy and appropriateness of the proposed dedicated facility. 2. The extent of university and /or industrial commitment, either monetary or in-kind. The cost proposal will be evaluated for cost realism and reasonableness. The following Cost criteria are not weighted factors. 3. The realism and reasonableness of the proposed budget in light of the research proposed. 4. The adequacy of the sub-contracting plan. e. The Government believes the above clarification should not impact the proposal preparation process and thus will not result in an extension of the original proposal due date of 2:00pm ET on 3 January 2002. f. All else remains the same.
