Description
NAICS Code: 541690 The U.S. Environmental Protection Agency (EPA) intends to negotiate on a Sole Source basis with the Coordinating Research Council (CRC) for the service of furnishing all labor, supervision and equipment necessary to evaluate the performance of EPA's new software tool, MOBILE6, that is used for predicting HC, CO, and NOx emissions from passenger cars, trucks, and motorcycles under various highway conditions. Negotiations shall be conducted pursuant to the authority of 41 U.S.C.23(c)(1) which allows for contracting without full and open competition if there is only one responsible source. CRC has the unique capability of leveraging independent technical resource persons from a consortium of automotive and fuel industry professionals, academics and Government administrators organized as a third-party organization to perform large-scale specialty studies of highway and non-road vehicles and their emissions. CRC shall perform three tasks: compile tunnel study data; perform MOBILE6 runs; and provide comparisons and conclusions of the data. A final report including electronic copies of all MOBILE6 input and output files generated under this contract shall be given to the EPA at the time of final report submission. The period of performance shall be for six (6) months from date of contract award. This notice of intent is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to the requirement by submitting appropriate documentation to the office identified above, Attn: Camille Warfield, by fax (513) 487-2107 or by e-mail to Warfield.Camille@epa.gov. Documentation must be received by EPA within 15 calendar days after the date of publication of this synopsis in order to be considered by the EPA. A determination by the government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS code for this acquisition is 541690.
