- Public Announcement - LAAS
The following information is provided as an update to the FAA Local Area Augmentation System (LAAS) Request for Information released on August 31, 2001. This announcement is intended to bring industry up to date on the LAAS Integrated Product Team's (IPT) planned activities and objectives for a LAAS CAT I acquisition.
The LAAS Program represents the FAA's commitment to provide an efficient and cost-effective navigation capability that will ultimately provide the National Airspace System (NAS) with seamless satellite based navigation for all phases of flight. Since April 1999 the FAA has benefited from industry expertise gained in the design and development of a precision approach and landing capability through a public-private collaborative acquisition strategy. Under the FAA Government Industry Partnership (GIP) Program, Industry has worked with FAA to design and develop Part 171 (Public/Private Use) Non-Federal Category I LAAS Systems. Consequently, LAAS technology development under the GIP has contributed to the development of the FAA LAAS CAT I Specification, FAA-E-2937A.
On August 31, 2001 the FAA released a Request for Information (RFI) to solicit comment from industry sources on the FAA's Draft LAAS CAT I Specification, FAA-E-2937A. The FAA invited comments/suggestions on all aspects of the specification requirements, and specifically requested industry's assessment of the milestone schedule for development and testing of a LAAS CAT I system. As a result of vendor comments, the LAAS IPT has the milestone schedule under review. Any change(s) will be reflected in a future draft Screening Information Request/Request for Offer (SIR/RFO).
The LAAS IPT plans to release a draft (SIR/RFO) in mid-January 2002 for review and comment. The draft SIR/RFO will provide industry with insight on the LAAS scope of work and specification requirements, and outline the acquisition strategy planned for a LAAS CAT I system. The draft SIR/RFO shall at a minimum comprise the following sections:
Section B - Supplies or Services and Prices/Costs Section C - Description or Specification or Statement of Work Section F - Deliveries or Performance Section J - List of Documents, Exhibits and Other Attachments Updated LAAS CAT I Specification, FAA-E-2937A Contract Data Requirements List (CDRL) Data Item Descriptions (DIDs) Section L - Proposal Instructions, Conditions and Notices to Offerors Section M - Evaluation Factors for Award
The FAA plans to allow 30 days for industry comment. Although an Industry Day is not anticipated, the FAA plans to arrange one-on-one discussions with vendors to address specific concerns/questions if necessary. The FAA plans to update the draft SIR/RFO to reflect the changes resulting from the latest set of offeror inputs and other development efforts, and release the Final SIR/RFO by the end of March timeframe. Once the final SIR/RFO is released, all potential offerors will be provided approximately 45-60 days for preparation and submission of proposals. The FAA anticipates a July 2002 award of a LAAS CAT I contract (with full and open competition) for the development and production of 10 Limited Rate of Initial Production (LRIP) systems and separately priced options to procure a minimum of 40 production CAT I systems.

The FAA shall not be liable for any costs associated with the preparation of responses to this public announcement, nor reimburse or otherwise pay any costs incurred by any party responding.
