Description
THIS REQUIREMENT IS CHANGED FROM A 100% SMALL BUSINESS SET-ASIDE TO A HUBZONE SMALL BUSINESS SET-ASIDE. GROUNDS MAINTENANCE FOR THE LITTLE CREEK AMPHIBIOUS BASE AND ASSOCIATED NAVY FAMILY HOUSING AREAS, NORFOLK, VIRGINIA. The Contractor shall provide firm-fixed-price services to perform various grounds maintenance and landscaping services such as mowing, edging, trimming of shrubs, trimming of hedges, cultivation of plant beds, mulching of plant beds, raking of lawns, application of herbicides, mounds mowing, de-thatching of lawns, core-aerating and slit-seeding of lawns, sand and debris removal at beach areas and policing of picnic areas. Additional responsibilities (Indefinite Quantity Line Items) may include: purchase and installation of border/edging (landscape timbers and/or plastic); installation of landscape filter fabric; pruning of shrubs, hedges and/or trees; removal of trees and tree stumps, shrubs, ground cover, mulch, tree suckers, and vegetation; lawn repair; sod replacement; grass seeding; hydro-seeding; liming; fertilization of lawns, trees, shrubs, and hedges; transplanting of trees, shrubs and groundcover; planting of trees, shrubs, ground cover; obtaining and analyzing soil samples; and responding to both emergency and urgent service requirements. Finally, the contractor may be required to perform work incidental to and/or work involving grounds maintenance not listed and pre-priced in Schedule B. The contractor will be provided a Scope of Work and will be required to submit a detailed price proposal that will include the cost of labor, materials, and/or equipment to perform the work. A Site Visit will be scheduled to take place approximately ten (10) calendar days after issuance of the solicitation document; all Contractors planning to submit a bid are encouraged to attend the Site Visit. Grounds Maintenance Services shall be accomplished in accordance with the definitions, scope of work, and all terms and conditions contained in the Solicitation and resulting Contract. The Contract shall be a combination Firm-Fixed-Price and Indefinite Quantity type contract for a base period of performance not to exceed twelve months. The Government shall have the option to extend the term of the contract services for four additional periods of twelve months each. The total contract term, including the exercise of any options shall not exceed 60 months. The applicable North American Industry Classification System number for this requirement is 561730 and the Small Business Administration Size Standard is $5 million. This proposed procurement is set aside for HUB ZONE Small Business firms only. The Invitation for Bid (IFB) package will only be available via the NAVFACENGCOM Electronic Solicitation (E-Sol) web site. It is estimated that the Invitation for Bid (IFB) will be posted on E-Sol on or about December 1, 2001. All interested persons are encouraged to go to the E-Sol Web Site now to register as a Plan Holder for this solicitation. Registering now will ensure that you are notified via e-mail when the IFB is actually posted and may be viewed and/or downloaded. All contractors must register on E-Sol before downloading the IFB to ensure receipt of Amendments, Attachments/Drawings, and all other information issued regarding this requirement. See Numbered Notes 1 and 9.
