Description

The National Institute of Standards and Technology intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b) Only One Source Reasonably Available with Semiconductor Characterization Instruments, Inc., 146 Columbia Heights, Suite #2, Brooklyn, NY 11201. The requirement is for a complete Windows NT software package for data acquisition, analysis (i.e., lineshape fits including third-derivative Lorentzian, first-derivative Gaussian, two-dimensional electron gas, and Franz-Keldysh oscillations) manipulation, and display. The package includes one (1) IBM compatible Pentium based 800 MHz personal computer, 17" monitor,laser printer, on-site installation, and on-site training. The hardware/software is designed to interface with the existing photoreflectance monochromator system located at NIST. Semiconductor Characterization Instruments, Inc., is the developer and manufacturer of both the copyrighted data acquisition and analysis software package and the patented photoreflectance monochromator system. A firm fixed price purchase order will be issued. The NAICS code for this acquisition is 511210 and the size standard is $18M. This notice of intent is not a request for competition, however, interested parties may identify, in writing, their interest and bona fide capability to respond to the requirement and the Government will consider all responses received by the closing date. A Request for Quotation is not available.
