Plans and specifications will be issued o n Compact Disk (CD-ROM) and will be provided free of charge. CD?s will be issued to prime contractors and plan rooms on a first come first serve basis. Only 50 CD?s will be issued. Paper copies of this solicitation will not be available. This solicitat ion will result in a Fixed Price-Award Fee Contract. Description of Work: Construct a two-story Battalion Headquarters (1332 SM), Organizational Vehicle Maintenance Shop (757 SM) with bridge crane, Deployment Storage Building (325 SM), and Organizational Vehicle Parking (8763 SM). Supporting facilities include electrical service, security lighting, fire protection, water, sewage and storm sewer systems, privately owned vehicle parking, sidewalks, landscaping and site improvements. The Battalion Headquar ters will consist of masonry veneer with metal stud backup, with steel roof deck and composition roof shingles, spanning between steel joists spanning between wide flange beams. The Organizational Vehicle Maintenance Shop will consist of masonry veneer wi th CMU backup, a standing seam steel roof over steel deck spanning between Z purlins spanning between rigid steel fames and end-wall frames. The Deployment Storage Building will consist of metal siding over metal grids, with standing seam steel roof spann ing between Z purlins, spanning between rigid steel frames and end-wall frames. Four-Pipe fan coil units with air-cooled chiller and gas-fired boiler will serve Battalion Headquarters. Maintenance Shop will utilize split system AC & fuel oil furnaces and f uel oil unit heaters. *** Proposals will be evaluated using the *Low Price-Technically Acceptable* method of a Best Value procurement. The contractor is required to submit a price and technical proposal. Each proposal shall contain the offeror?s best technical proposal and best p rice. Award will be made to the offeror whose proposal is technically acceptable and has the lowest price, without discussion of such offers. The Government reserves the right to reject any and all offers. Proposals shall include sufficient detailed inf ormation to allow a complete evaluation. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the offeror. The evaluation factors and sub-factors are as fo llows: *** Factor 1 - Past Performance *** a. Quality of Construction, b. Timeliness of Performance, c. Documentation, d. Customer Satisfaction, e. Subcontractor Management; *** Factor 2 - Experience *** The estimated cost of the project is between $5,000,000.00 to $10,000,000.00. Network Analysis will be required. This solicitation is issued on an unrestricted basis pursuant to the *Business Opportunity Development Reform Act of 1988.* This solicitation will be issued in electronic format only an d will also be available on or about January 3, 2002 on the internet at http://ebs.sas.usace.army.mil/ Notification of amendments will be through use of the Internet.
