Description
This notice is for information purposes only. A draft program solicitation, as a precursor to potentially awarding multiple financial assistance cooperative agreements, is underway. The Clean Coal Power Initiative (CCPI) is a cost-shared partnership between the government and industry to demonstrate advanced coal-based, power generation technologies. The goal is to accelerate commercial deployment of advanced technologies to ensure the United States has clean, reliable, and affordable electricity. This solicitation represents the first installment of Federal funding for the CCPI Program. Following release of the draft solicitation, in December 2001, a comment and response session with potential industry partners will be conducted prior to final issuance of the program solicitation. Final issuance of the program solicitation is slated for February 2002 with awards expected late in fiscal year 2003. DOE will provide between $300-$400 million to fund the program, and industry must match (or exceed) the government cost share for every project. The minimum cost share by the industrial participant is 50%, and must be at least 50% in each budget period. Applicants proposing less than 75% cost sharing must submit a Repayment Agreement in accordance with the guidelines in the solicitation. Periods of performance for the projects are expected to be two to six years. Each project will be broken into four phases: Phase I-Project Definition, Phase II-Design, Phase III-Construction, and Phase IV-Demonstration. This solicitation will be open to receive qualifying applications for a period of 150 days from the release of the final solicitation. Applications will be evaluated and selections made by late December 2002. The DRAFT solicitation, DE-PS26-02NT41428 will be available for downloading as a Word, WordPerfect 6.1 (Windows) and/or as an Adobe Portable Document Format (pdf) file via the DOE's Industry Interactive Procurement System (IIPS) on or about December 21, 2001. In accordance with Federal Acquisition Regulations (FAR) 5.102(a)(7), interested parties are advised that availability of this solicitation is limited to this electronic medium and DISTRIBUTION WILL NOT BE MADE IN ANY OTHER MANNER. All communications concerning the draft solicitation shall cite the solicitation number (DE-PS26-02NT41428) and shall be directed to Ms. Jo Ann C. Zysk, Contract Specialist, via the "Submit Question" feature in the IIPS Secured Services site at http://e-center.doe.gov. A public meeting will be held on January 17, 2002 and the draft solicitation will be closed to public comments on January 23, 2001. The final solicitation will be made available on or about February 18, 2002.
