Description
The U.S. Army Tank-Automotive and Armaments Command, Armament Research, Development and Engineering Center (TACOM-ARDEC)Picatinny Arsenal, NJ is contemplating the issuance of a Solicitation for Enhanced Reactive Applique Armor Tiles for the Bradley Fighting Vehicle System (BFVS). The tiles must be capable of protecting the BFVS against tandem anti-tank class threats, anti-tank guided missile class threats and must not be vulnerable to burning or detonation from small arms fire. The tiles must also meet BFVS weight constraints (the armor and mounting hardware cannot add more than 6,200 pounds to the vehicle), must not damage the vehicle hull, and it must fit the armor attachment provisions currently in place on the BFVS. This requirement shall be solicited on a firm-fixed-price basis. The contemplated action is to obtain front (M3 and M4) and side (M5) tiles for a pre-qualification/Risk Reduction effort to demonstrate the tiles performance against tandem anti-tank class threats. The tiles must be delivered as "full-up" boxes that may be mountable to the vehicle by 30 May 02. These tiles will be tested for both ballistic protection and environmental durability per performance specification MIL-PRF-70773 with the addition of the tandem threat which has been classified SECRET. In addition the respondent must also be able to provide a surrogate test threat for the tandem warhead to be used in the qualification testing. After issuance of the Solicitation, all respondents must have a minimum SECRET clearance to gain access to this information. TACOM-ARDEC hereby requests that any firm which may have the capability of meeting this contemplated requirement should provide a Statement of Capability and supporting rationale to Mr. Stephen Ernyey at area code (973) 724-3456 so that it may be properly evaluated prior to synopsis and solicitation of the requirement. Responses to this notice should cite Solicitation Number DAAE30-02-R-0211. It is currently the intention of TACOM-ARDEC to issue a sole-source award to General Dynamics Ordnance Systems of Burlington, VT. See Numbered Note 22 and 26.
