- Description
- The Blackfeet Tribe, Town of Browning, and the East Glacier Water & Sewer District have been awarded grants and loans from Rural Development (RD), Treasure State Endowment Program (TSEP), Montana Community Development Block Grant (MCDBG), Environmental Protection Agency (EPA), Indian Health Service (IHS) and others for design and construction of the Blackfeet Community Water Project. The project will be designed and built in 2 Phases. Phase I includes an intake structure, pipeline, water treatment plant (filtration) and storage. Phase II includes storage and transmission line to Browning. This RFP for engineering services will be for part of Phase I, the water treatment plant building and equipment which will produce up to 3000 gpm. Construction will start in July of 2002. The Blackfeet Tribe is soliciting proposals for engineering services to assist the Blackfeet Tribe and Indian Health Service in designing and supervising construction of the water treatment plant building, equipment and ancillary facilities required for the operation of the water treatment plant, this project, in compliance with all applicable requirements of RD, IHS, EPA, TSEP and CDBG. Payment terms will be negotiated with the selected offeror. The fee for engineering services will be paid with EPA funds. The services to be provided will include: (1) Design of water treatment plant building, equipment and ancillary facilities for the water treatment plant; (2) designing system improvements and construction engineering; (3) preparing the construction bid package in conformance with applicable funding source requirements and supervising the bid advertising, tabulation, and award process, including preparing the advertisements for bid solicitation, conducting the bid opening, and issuing the notice to proceed; (4) conducting the preconstruction conference; (5) field staking, on-site supervising of construction work, and preparing inspection reports; (6) reviewing and approving all contractor requests for payment and submitting approved requests to the governing body; (7) providing reproducible plan drawings to the Blackfeet Tribe upon project completion; (8) conducting final inspection and testing; (9) submitting certified "as built" drawings to the Blackfeet Tribe, IHS and Montana Department of Environmental Quality, and (10) preparing an operation and maintenance manual, that includes supplier requirements, including addressing warranty requirements. Responses should include: (1) the firm's legal name, address, and telephone number; (2) the principal(s) of the firm and their experience and qualifications, with specific reference to experience with membrane filtration. (3) the experience and qualifications of the staff to be assigned to project; (4) a description of the firm's prior experience, including any similar projects (in particular those funded by the agencies listed in this RFP), size of community, location, total construction cost, and name of a local official knowledgeable regarding the firm's performance; (5) a description of the firm's current work activities and how these would be coordinated with the project, as well as the firm's anticipated availability during the term of the project; and (6) the proposed work plan and schedule for activities to be performed. Respondents will be evaluated according to the following factors: (1) Overall Quality of the Proposal - 33%; (2) Consultant Qualifications and Experience specific with membrane filtration processes (including reference checks) - 33%; and (3) Availability and Capacity of the Consultant to Respond - 33%. The selection and number of finalists to be interviewed will be based on an evaluation of the written responses. The award will be made to the most qualified offeror whose proposal is deemed most advantageous to the Blackfeet Tribe, all factors considered. Unsuccessful offerors will be notified as soon as possible. Questions and responses should be directed to Project Manager, Stewart Miller at 108 Government Square, P. O. This solicitation is being offered in accordance with Federal and Tribal statutes governing procurement of professional services. Accordingly, the Blackfeet Tribe reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed, as well as the right to reject any and all responses deemed unqualified, unsatisfactory or inappropriate.
