Description
Separate sealed bids for construction of Blackfeet Community Water Project, Lower Two Medicine Water Intake, Phase I, will be received by the Blackfeet Tribe at the office of Blackfeet Planning, Quarters 108, North Government Square, Browning, Mt., 59417, until 2:00 PM local time on January 25, 2002, and then publicly opened and read aloud. The project consists of: (1) Construction of a new water intake in Lower Two Medicine Lake complete with all associated piping, valves, pump casings, pitless units, intake screen, excavation, backfill, compaction, dewatering, shoring, concrete, and other related work; (2) Construction of any temporary improvements needed to access the site; and (3) Site work and restoration of the work area and access route to their original condition. The contract documents consisting of Drawings and Project Manual may be examined or obtained at the office of Blackfeet Planning, Quarters 108 North Government Square, Browning, Mt. 59417, in accordance with Article 2.01 of Instructions To Bidders. There will be a Pre-Bid Conference at the office of the Blackfeet Tribe, Blackfeet Natural Resources Room in Browning, Mt., at 1:00 PM on January 10, 2002. Interested CONTRACTORS are encouraged to attend. CONTRACTOR and any of the CONTRACTOR's subcontractors doing work on this project will be required to obtain registration with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. CONTRACTOR is required to have registered with the DLI prior to bidding on this project. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of the Blackfeet Tribe and the state of Montana. The Contractor is required to comply with the requirements of the Blackfeet Tribal Employment Rights Ordinance. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Each bid or proposal must be accompanied by a Certified Check, Cashier?s Check or Bid Bond payable to Blackfeet Tribe, in an amount not less than ten (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided. This project is funded in part or in whole with grant/loan funding from Environmental Protection Agency, Indian Health Service and Blackfeet Tribe, USDA Rural Development, Rural Utilities Service, State of Montana TSEP and State of Montana CDBG. Award of the project will be contingent upon receiving funding and award concurrence from USDA Rural Development and other listed funding agencies. No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 PM, local time January 25, 2002. The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid which is in the best interest of the OWNER.
