Description
Special Notice: The Federal Highway Administration (FHWA) has a potential requirement for Validation, Calibration and Performance Evaluation of Weigh-In-Motion (WIM) Sites in support of the Long Term Pavement Performance (LTPP) Program Specific Pavements Study (SPS) Traffic Data Collection Pooled-Fund Study (Study No. TPF-5 (004)). This is a special notice to all parties interested in the project and/or potential solicitation. A special meeting (a 2002 TRB Annual Meeting PreWorkshop) will be held Sunday, January 13, 2002, from 2:00 PM to 4:00 PM at the Marriott Wardman Park Hotel, in Washington, DC. This meeting will present an overview of the LTPP SPS Traffic Pooled-Fund Study, including Pilot Studies and Lessons Learned, State Perspectives and a report from the Expert Task Group. This will be an informational meeting geared primarily to the state highway agencies. All information presented at this meeting will be made available on the LTPP website, http://www.tfhrc.gov/pavement/ltpp/ltpp.htm. The information presented will be technical in nature and will focus on goals, participants, field trials, protocols, agency visits, and federal-aid funds. The acquisition strategy for this potential requirement will NOT be discussed and no procurement information will be available during the meeting on January 13th. The Federal Highway Administration, Office of Acquisition Management, has not finalized an acquisition plan for this potential requirement. FHWA is exploring all acquisition alternatives from federal supply schedules to full and open competition. The FHWA issued a sources sought synopsis on May 15, 2001 (reference No. LTPPWIM1 and LTPPWIM2) related to this acquisition. All interested parties are invited to attend the special meeting January 13, 2002, regardless of whether they previously responded to the sources sought synopsis. The meeting is open to the public with no registration required and no registration fee. Attendance at this meeting is not a requirement to be eligible to bid on any potential acquisition that may support the traffic pooled fund study. This special notice is not to be construed as a commitment on the part of the Government to award a contract nor does the government intend to directly pay for any costs incurred in attendance at this special meeting.
