Description
NASA/JSC plans to issue a Request for Proposal (RFP) for a cost reimbursement contract for program and engineering expertise for the SRMS to provide program management, sustaining engineering and mission support, logistics, maintenance, overhaul and repair, and hardware development and production. Specifically some of the work planned includes: Scheduled upgrade of each Arm;Integration of new joint components, including encoders and motor modules; Refurbishment of the End-Effector, including modifications to incorporate ceramic friction material brakes and clutches. Development, production and commissioning of avionics units, including the End-Effector Electronics Unit and Back-Up Drive Amplifiers; and Development, production and commissioning of new Ground Support Equipment. This contract also covers work for Space Station Grapple Fixtures and the Space Station Robotic Workstation (RWS). Work planned for the RWS includes program management, sustaining engineering and mission support, software development, repair and overhaul and hardware development and production. Work planned for the Space Station Grapple Fixture includes program management, sustaining engineering, repair and overhaul and hardware development and production. The period of performance is from January 1, 2003 to December 31, 2007. NASA/JSC intends to purchase the items and services from the Canadian Commercial Corporation/MacDonald Dettwiler Space Robotics Corporation (MDRobotics) on a sole source basis. THE AUTHORITY FOR OTHER THAN FULL AND OPEN COMPETITION is U.S.C. 2304(c)(1). The original design and development of the SRMS was funded by the Canadian Government who was contracted to SPAR Aerospace Limited now MDRobotics. Only MDRobotics has the design authority for the SRMS. They designed, developed and produced all the original flight and ground support equipment for the SRMS program plus subsequent redesigns. The Government does not intend to acquire a commercial item using FAR Part 12. See note 26. See note 22. An Ombudsman has been appointed, See NASA Specific Note "B".
