- Description
- Provide healthcare resources in accordance with Public Law 104-262 and 38 U.S.C. 8153. Contractor agrees to provide an two (2) Psychiatrist who is *Board Certified in Psychiatry for Outpatient duties, as a qualified registered health care professional to and at the VA Roseburg Healthcare System, Roseburg Oregon. Psychiatrist (s) must be able to start on March 25, 2002. If candidate is not available to start on March 25, 2002, offeror will be determined non-responsive, if after award it is determined candidate cannot start on March 25, 2002, contract shall be terminated for cause and award shall be made to next lowest offer. In the event that offerors are only able to provide one Psychiatrist, the Government reserves the right to make multiple awards in order to fill the requirement. Price is an all-inclusive rate of per diem, travel, and price/cost. Psychiatrist 132 Work Days Starting: March 25, 2002 Ending: September 27, 2002 Monday ? Friday 8:00 am ? 4:30 p.m. (1/2 hour for lunch) Over time 54 Hours Estimated 2hr?s/week Over time must be approved by COTR or Contracting Officer prior to being taken. If over time is not prior approved it will be denied upon invoicing. On Call Services For one week (Monday ? Thursday) 06 Weeks every Fourth week To include carrying pager, Monday through Thursday only 4:30 p.m. ? 7:30 a.m.). Weekend On Call 06 Weekends Friday 1630 ? Monday 0730 To include 2 hours of patient contact each day for rounds Holiday On Call Services To include 2 hours of patient contact Each day for rounds 02 Each Call Back Services 20 Hours While on call and required to come in to provide service either on a weekday night or weekend and or holiday (does not include 2 hour of required patient contact each day on weekends). If the Offeror is submitting more than one physician to cover the terms and conditions of this contract, you shall submit a schedule along with your quote indicating the time frames that each physician will be scheduled to work. Contractor shall not rotate more than three providers in a three-month period. Providers will need to be scheduled for orientation/training prior to the start of their weekday shift, at the government?s expense. * Process of determining contract award: VA Roseburg Healthcare System award preference will be as follows: 1) award to the lowest-priced responsive, responsible bidder who offers a Board Certified candidate; 2) if no qualified bidder offers a Board Certified candidate, then award to the lowest-priced responsive, responsible bidder who offers a Non-Boarded candidate. The Psychiatrist (s) will see an average of thirteen (13) patients per day in the clinic. The Psychiatrist (s) will be assigned to the Mental Health Clinic from 8:00 a.m. through 4:30 p.m. to include a ? hour lunch break, five day per week. The Psychiatrist will have responsibility for but not limited to providing medication management, individual therapy, compensation and pension exams, outpatient consultation appointments and/or referrals. Psychiatrist shall participate in the weekday call schedule for psychiatry. Rotation for call is approximately every fourth (4th) week for a one (1) week period. Monday through Friday. Call shall include but not be limited to answering pages from staff on off tours. Psychiatrist shall participate in the weekend call schedule for psychiatry. Weekend call service shall be 24 hours starting Friday night after 4:30 p.m. and ending Monday morning at 7:30 a.m. Weekend call service duties include but not limited to: two (2) hours of patient contact each day for rounds, etc. Any additional time spent on site after two hours will be invoiced at the call back rate. Rotation for call is approximately every fourth week. Call shall include but not limited to; answering pages from staff on off tours as well as performing sick call duties on the weekend, which involves onsite evaluation of every acute psychiatric patient, (22 bed acute unit) on both Saturday and Sunday and/or Holidays. It is estimated that this should take two (2) hours or less of time each weekend and/or holiday day. The Psychiatrist must: a. Have an unrestricted license in a US state, territory or US commonwealth; b. Speak English proficiently; c. Provide evidence of demonstrated current clinical competence to perform appropriate outpatient care services; d. Be a US citizen; e. *Be Board Certified in Psychiatry (is preferred); f. Have a professional degree and education applicable to medical staff members, e.g., MD, DO; g. Provide evidence of current professional liability insurance; h. Evidence of current privileges (if applicable); i. Names of most current employer(s) and two peer reference contacts; j. Current copy of BCLS certifications; k. Be a team player; l. Must be computer literate, as VA Roseburg Healthcare System utilizes a computerized patient medical record. Provider assigned by the contractor to perform the services stated in this contract will be credentialed and receive privileges by the VA. The Psychiatrist (s) will be required to use the hospital computer system, to include checking electronic reports on a daily basis for accuracy and completeness, entering progress notes for each visit and/or patient contact, completing electronic clinical reminders and approving patient results via electronic signature. The Psychiatrist shall adhere to all facility policies and requirements regarding medical record documentation. The Psychiatrist (s) will also be responsible for reviewing patient information via the computerized patient record system, such as but not limited to; labs, medications, and progress notes from other providers. It is the responsibility of contractor?s physician (s) to ensure that all CPRS entries are signed off before leaving the facility. All contractor employees who require access to the Department of Veterans Affairs' computer systems shall be the subject of a background investigation and must receive a favorable adjudication from the VA Office of Security and Law Enforcement prior to contract performance. This requirement is applicable to all subcontractor personnel requiring the same access. If the investigation is not completed prior to the start date of the contract, the contractor will be responsible for the actions of those individuals they provide to perform work for VA. Position Sensitivity - The position sensitivity has been designated as Low Risk. Background Investigation - The level of background investigation commensurate with the required level of access is National Agency Check with Written Inquiries. NAICS Code 621112/$5 million applies.
