Description

NA The project is an Indefinite Quantity Type Contract for Miscellaneous Cultural Resources and Related Environmental Services for Projects within Southern California, Southern Nevada Southwestern Utah and Arizona for one base year plus two option years. Tas ks under Miscellaneous Environmental Services will include field observations, coordination with field personnel, data collection, data analysis and evaluations, and report preparation. NAICS Code is 541990, Services, N.E.C., $5 million average annual g ross revenue for the last three fiscal years. The Government will award two contracts off this solicitation to the responsible offerors whose proposals, conforming to the RFP will be the ?Best Value? to the Government, ?Best Value will be determined usin g a Trade Off process, comparing price, technical, and other factors. Evaluation Factors: First Category is Past Performance: Experience, Quality of Service or Product and Past Performance Appraisal, Familiarity of the Offeror with the Environmental Com pliance Statues and Guidance and in the Environmental Conditions of the Region, Customer Satisfaction, Timeliness of Performance, Ability to Solve Complex Contract Problems, Subcontract Management, Second Category is Technical Evaluation Elements: Underst anding of Requirements, Management Ability, Scheduling Multiple and Simultaneous Task Orders. The RFP will be available on or about 15 February 2002. The closing date of this RFP is on or about 18 March 2002. The RFP is 100% small business set aside. See numbered note 1. The Government intends to issue this solicitation and all amendments through the use of the Internet. No additional media (CD ROMS, Floppy Disks, Faxes, or paper) will be provided unless the Government determines that it is necessa ry. Contractors may view/download this solicitation and all amendments from the Internet after the solicitation issuance at the following Internet address: http://ebs.spl.usace.amy.mil. All bidders are required to check the Los Angeles District Contracti ng Division website daily to be notified of any changes to this solicitation. All Contractors are encouraged to visit the Army?s Single Face to Industry website at http://www.fedbizops.gov/ to view other business opportunities across the Army. Bidders mu st be registered with the Central Contractor Registration (CCR), in order to receive a Government Contract award. Pa st Performance Information: The Contractor will be evaluated on task orders exceeding the $100,000.00 dollar threshold. These Performance Evaluations will be maintained in the Past Performance Information Management System (PPIMS) for a minimum of three years.
