Description
NAICS Code: 541990 The US Environmental Protection Agency (EPA) intends negotiation on a sole source basis with University of New Mexico, School of Medicine, Dept. of Internal Medicine, 2400 Tucker NE, Albuquerque, NM 87131 for providing professional services for the El Paso Children's Health Study. The contractor shall prepare a descriptive report on the questionnaire suitable for use by the El Paso Independent School District; publicly present this report to the School Board; and develop a regression model for estimating long-term air pollutant concentrations across the El Paso metropolitan area. The period of performance is anticipated to be within 7 months from date of award. EPA believes that the University of New Mexico is the only source capable of providing the required services based on previous experience with the design of the El Pasco study survey methods and procedures and familiarity with the data sets and analytical procedures to be utilized., therefore a unique capability to perform the required services. EPA has identified University of New Mexico as the only source with the necessary background and expertise to perform the tasks within the prescribed time frame, i.e., FAR 6.302-1 "only one responsible source and no other supplies or services will satisfy agency requirements." All interested parties who believe they can provide the required services should submit a written proposal within 15 days from the date of this announcement. The North American Industry Classification System (NAICS) 541990, which has a size standard of $5 million to qualify as a small business, is applicable. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently any response failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored.
