Description
The U.S. Environmental Protection Agency (EPA), Research Triangle Park, North Carolina has a requirement for support to the U.S. EPA's ambient air monitoring and quality assurance programs including the associated federal regulations and policies, outreach activities, technical guidance, field activities, special studies, program and quality system development, statistical support, desktop publishing support, and data retrievals. It should be noted that solid technical support is critical to the U.S. EPA's ability to support these policies and programs, as this support will directly impact federal, state, and local air quality monitoring activities. EPA anticipates the award of a cost-plus-fixed-fee level of effort contract for a total of 70,000 labor hours consisting of a base period requirement of 14,000 and four twelve-month options of 14,000 labor hours each. A DRAFT copy of the Conflict of Interest (COI) related clauses, provisions, and representations and certifications are posted on the Internet for information purposes at http://www.epa.gov/oam/rtp_cmd. NAICS Code 541620 applies with a size standard of $5M in average annual receipts over the last three years. This is a follow-on to contract 68D70066 with SAI and 68-D-98-030 with Battelle. The solicitation is expected to be issued approximately February 15, 2002 as a full and open competition. Proposals will be due approximately 30 calendar days after issuance of the solicitation. The solicitation and amendments will be available via the Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the solicitation and amendments via the Internet. If you obtain a copy of the solicitation via the Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. Firms who do NOT have the capability to obtain the solicitation from the Internet may submit a written request for a diskette with the solicitation in WordPerfect 6.1 format from the contact point at the address above. However, only those firms who do NOT have the capability to obtain the solicitation from the Internet should request a copy of the diskette. Diskettes will not be sent to those firms who have Internet access. If you request a diskette of the solicitation, you will receive amendments by mail, unless you notify us otherwise. Telephone and fax request will not be honored. Only one copy shall be sent to a corporate entity, regardless of the number of requests from one or more different geographic locations. All responsible sources may submit a proposal which shall be considered by the Agency.
