- Description
- NASA/GSFC plans to issue a Request for Quotation (RFQ) for blocking filters for the XRS-2 instrument. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items on a sole source basis from Luxel Corporation under the authority of FAR 6.302-1 Only One Responsible Source. Low temperature x-ray microcalorimeters require very thin filters for rejecting non-x-ray radiation, yet providing the highest possible transmission in the x-ray band (0.1 - 10 keV). Obtaining high x-ray transmission requires films that are only about 1000 angstroms thick and coated with only a few hundred angstroms of aluminum. These filters have diameters that can be as large as several inches and are extremely delicate. The use of these filters in the ultra low temperature environment required by the XRS microcalorimeter detector is even more challenging since the filters become very brittle when cold. The XRS-2 instrument will be a copy of the original XRS instrument built for ASTRO-E. The Astro-E/XRS blocking filters were manufactured by Luxel Corporation. For x-ray applications, Luxel has developed the unique expertise for making these filters as strong as possible without compromising optical performance. They have developed proprietary formulations for filter materials especially designed for high strength at cryogenic temperatures. In order to meet the required specifications and delivery schedule for this instrument, the blocking filters can only be purchased from Luxel because of prior testing and proprietary information. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Friday, February 22, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
