- Description
- The National Institute of Health, National Cancer Institute, Advanced Technology Center (ATC), intends to negotiate a commercial item (FAR Part 12) sole-source contract with Packard Biochip Technologies, 40 Linnell Road, Billerica, MA 01821, for a Scan Array Express Microarray Scanner. This action is pursuant to 41 USC 253(c)(1) and under the authority of FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. The NCI researchers require a steady source of microarrays, educating researchers in microarray technologies, instituting new technologies, and developing new technologies in house. A more versatile scanner is required in order to keep up with the new developments in the microarray field. Unique features of the ScanArray Express MicroArray Scanner are: 1)it is a confocal laser scanner which can obtain four different lasers; 2) support up to five different wavelengths for analyzing nucleic acid or protein arrays; 3)utilize over 50 fluorescent dyes; 4) up to 13 emission filters (11 in one instrument) giving the capability of scanning >50 fluorescent compounds with emission wavelengths from 500nm to 700nm; 5) software allows mixing and matching lasers and emission filters to allow greater versatility in choice of fluors and experimental design; 6) neutral density filter allows scanning slides before use for quality control; 7) confocal scanning gives better sensitivity and signal to noise ratio and provides an excellent platform to study thin sections and tissue arrays; 8) QuantArray is the only quantitation software capable of analyzing four different fluors in the same experiment; 9) the system is modular allowing easy upgradeability without needing to acquire new instruments. The above product shall be procured as a commercial item in accordance with FAR Part 2, and in accordance with the test program for using simplified procedures for certain commercial items as authorized in FAR Part 13.5. The ATC researchers believes that the above instrument and organization is the only known source that can satisfy their requirement. This is not a competitive quotation, however, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. Information furnished shall be in wirting and shall contain sufficient detail, to allow ATC to determine if the party can meet the requirement.
