Description
The National Institutes of Health (NIH) seeks a contractor to furnish the Library, and other libraries or groups affiliated with the National Institutes of Health with the qualified personnel, field management, facilities, equipment, and supplies for the placement of new and renewal subscriptions to domestic and foreign serials and periodicals in printed and/or electronic format. Related services, reports, and 24-hour Internet access to the contractor's online database will also be required. The NIH Library anticipates annually placing new or renewal orders for approximately 2,500 unique print serial titles covering scientific, technical, medical and business subjects. The NIH Library currently provides NIH staff located throughout the United States with access to over 1600 online journals. Procurement of some portion of these electronic journal titles will be handled by the successful contractor. The contractor must be able to accept credit/purchase card payments. The contractor shall promptly establish titles ordered by the NIH Library in their database, if not currently available. The contractor shall be able to accept requests for publications no later than fifteen (15) calendar days after contract award, with conformance to the delivery dates contained in each request. Contractors proposing an electronic based service, shall provide standard EDI/SISAC interfaces with the library's integrated management and accounting system to expedite export and import of data to and from related database systems. The contractor shall be responsible for the professional quality, technical accuracy, and the coordination of all facets of work covering subscription ordering, listings, computer processing and invoicing. Publisher permitting, all renewal subscriptions shall be handled on a January through December calendar year basis, and shall terminate December 31, 2003 (2004, 2005, 2006, 2007, 2008, 2009), unless designated as a multiple year subscription. The contractor shall be able to provide a report which shall alphabetically list all subscription titles ordered or on record for the library Project Officer Representative. The contractor shall provide all material published within a given subscription year. The contractor shall automatically supply all special issues and unnumbered supplements included in the basic subscription price. The contractor will automatically notify the Government representative of any special issues and unnumbered supplements associated with titles received that are not included in the basic subscription price. Throughout the year, the contractor shall place the Government's requirements with the publisher for the subscription period indicated within five (5) working days after the order is received by the contractor. The contractor must be able to provide capability for on-line searching. The contractor shall permit on-line searching of its database(s) for this contract using off the shelf computers (not dedicated terminals or computers) located at the NIH Library; the contractor shall provide a system which supports electronic claiming, and the production of statistical analyses; electronic mail capability; the contractor shall provide electronic mail capability for Internet communication and the bill to and ship to address fields shall have the capacity for up to five lines, with each line having up to 30 characters; additional available lines (fields) for information; the contractor shall provide to the NIH Library on a monthly basis, at no cost, information in electronic or print format updating the latest known data on various serial titles; the contractor shall provide access to summary information of all publications and/or material received through institutional memberships, i.e., title, frequency, quantity of each publication, and special membership benefits; the contractor shall provide immediate access up to a five year record of all bibliographic and financial transactions by the NIH Library account. The NAICS code for the intended procurement is code 42292 (formerly SIC code 5192). The Government anticipates that there will be a single contract award for this requirement. It is also anticipated that Request for Proposal (RFP) No. NHLBI-P-OR-2-027 will be issued on or about February 25, 2002. All responsible sources may submit a proposal which shall be considered. To obtain a copy of the RFP, all interested parties should submit a written request to the POC referenced herein. Potential offerors should obtain telephone confirmation for all requests transmitted via FAX. Collect calls will not be accepted.
