Description
NA The Directorate of Contracting, Fort Lewis, Washington intends to issue a master solicitation for Operations, Planning, Training and Resource Support Services (OPTARSS) for Warfighter Operations. The concept is to obtain a suite of Indefinite Delivery/Ind efinite Quantity (IDIQ) task order contracts to provide services DoD wide as needed. The contracts will be task order driven based on a fair opportunity to compete among contract holders, allowing rapid, flexible and customized Warfighter Operations contr act support. The multiple award, IDIQ contracts will utilize Firm-Fixed Price, Cost Plus Fixed-Fee and Labor Hours task orders IAW FAR 16.500. The solicitation will use a two step process with specific submission requirements for an Offeror Selection Eva luation using Best Value procedures. Step one is the issuance of the Request for Proposal (RFP) for the purpose of reducing the number of offerors to the most highly rated proposals for purposes of efficiency. At this step, the proposal content and evalu ation factors will be limited to industry?s Management, Teaming Arrangements, and Past Performance. Step two is the issuance of the Amendment to the RFP to the down-selected group of offerors. The Amendment will incorporate the proposal content and evalu ation factors for technical and price factors. The step one RFP will be issued on or about 28 February, 2002. The closing date for proposals will be identified in the solicitation.
