Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number N00164-02-R-0038 is hereby issued as a request for proposal (RFP). Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-03 as well as DCN 2001029. The North American Industry Classification System (NAICS) Code for this procurement is 332992 and the size standard is 1000 employees. This acquisition is for the 5.56 MM Jacketed Frangible Cartridge in accordance with requirements described herein. The quantity is for total number of cartridges that can be purchased for the amount of $4,825,313.19, which is to be broken up into CLIN 0001 and CLIN 0002 for delivery purposes only. CLIN 0001 shall be in the amount of $825,696.12. CLIN 0002 shall be in the amount of $3, 999,617.07. CLIN 0001 and CLIN 0002 deliveries are to be shipped to two different locations, thus the reasoning behind breaking down the money allotted into two different CLIN?s. The 5.56 MM Jacketed Frangible Cartridge shall be a Winchester Division, Olin Corporation cartridge. The ?Brand Name only? 5.56 MM Jacketed Frangible Cartridge must comply with the following Characteristics: This round is used by the Marine Corps and is intended for use against personnel without collateral damage. The 5.56 MM Jacketed Frangible Cartridge is intended to penetrate soft targets with the projectile breaking up on impact with hard targets. The round is used as a training round in designated shooting houses or other suitable training facilities. It is intended to be used in the 14 ? inch barreled M4A1 Carbine and M249 Squad Automatic Weapon (SAW) without modification. The Judge Advocate General of the Department of the Navy has approved only the Winchester 5.56 MM (45 grain) Caliber Jacketed Cartridge for use. The cartridge case shall be constructed of copper alloy in accordance with ASTM B19-86. The projectile shall be 45 grain and be 100% lead-free. Each cartridge shall use smokeless propellant and the primer shall be lead-free. The velocity shall be 3300 +/- 90 ft/sec at 15 feet using 20? 5.56mm NATO 1/7 twist test barrel. The rounds shall be packaged 20 cartridges per carton; 41 cartons per M2A1 metal container; 2 M2A1 metal containers per wire-bound wooden box. For CDRL and DID information as well as the drawing P02169 can be obtained through the point of contact (POC) listed at the end of t his document. Delivery requirements shall be CLIN 0001 and CLIN 0002 as a result of two different shipment locations. CLIN 0001 shall be shipped to Naval Surface Warfare Center, Crane Division, BLDG 2390, 300 Highway 361. Crane IN 47522-5001. For scheduling of delivery before the date of 120 days after contract award, the contractor should contact Brian Spice at the phone number: 812 854-2669. CLIN 0002 shall be shipped to Commander, TOOELE ARMY DEPOT, ATTN: SOSTE, TOOELE, Utah 84074-5000. ATTN: Debbie Bennett, Telephone: (435) 833-4386. Delivery requirements for CLIN 0001 and CLIN 0002 shall be 120 days after contract award. Delivery to NSWC Crane, IN, shall be between 0700 and 1530 local time Monday through Thursday, excluding Federal Holidays. Award will be based on the number of cartridges that can be delivered for the aforementioned money allotted as well as pas t performance. This will be a Firm Fixed Price (FFP) contract and will be utilizing Simplified Acquisition Procedures as prescribed in FAR Subpart 13.5 ? Test Programs for certain commercial items. The contractor shall extend to the Government the Standard Commercial Warranty provided such a warranty is available at no additional cost to the Government.
