Description
SCOPE: THIS STATEMENT OF WORK CONTAINS THE REQUIREMENTS FOR MAINTENANCE AND OPERATION OF THE DEFENSE DISTRIBUTION CENTER SWIMMING POOL AT NEW CUMBERLAND, PA 17070. THE CONTRACTOR SHALL PROVIDE ALL LABOR, EQUIPMENT, MATERIALS AND SUPPLIES NECESSARY TO PERFORM THE WORK REQUIREMENTS IDENTIFIED HEREIN. POOL OPENING: A. THE CONTRACTOR SHALL PROVIDE THE FOLLOWING SERVICES, AS NECESSARY, PRIOR TO THE POOL OPENING DATE: (1) DRAIN AND CLEAN POOL. (2) VACUUM POOL. (3) CLEAN POOL ENCLOSURE AREA. (4) INSPECT CHEMICAL FEEDERS. (5) INSPECT ALL FILTRATION EQUIPMENT. (6) INSPECT FLOW METERS, PRESSURE GAUGES, AND VALVES. (7) MOUNT DIVING BOARDS, GUARD CHAIRS, AND LADDERS. (8) THOROUGHLY CLEAN BATHHOUSE. (9) INSPECT AND RE-SUPPLY WATER TESTING SUPPLIES. (10) ORDER, STORE AND INJECT ALL NECESSARY CHEMICALS TO ESTABLISH PROPER LEVELS FOR FREE CHLORING, TOTAL ALKALINITY, PH, CALCIUM HARDNESS, CYAN URIC ACID (11) START UP EQUIPMENT. B. THE CONTRACTOR WILL ATTEND A MEETING WITH THE gOVERNMENT REPRESENTATIVE PRIOR TO THE DAY THE SWIMMING POOL WILL OPEN. THE POOL MANAGER AND ALL LIFEGUARDS, AS FEASIBLE, WILL MEET WITH THE GOVERNMENT REPRESENTATIVE. C. THE CONTRACTOR WILL PREPARE AND SUBMIT TO THE CONTRACTING OFFICER A LIST OF ITEMS NEEDED FOR OPERATION OF THE POOL PRIOR TO THE DAY OF SWIMMING POOL OPENING. THE CONTRACTOR SHALL DEVELOP AND REVIEW ITEMS IDENTIFIED BY THE HEALTH DEPARTMENT AS DEFICIENT FROM THE PREVIOUS YEAR. 3. STAFFING AND OPERATION: A. THE CONTRACTOR SHALL PROVIDE LIFEGUARDS TO STAFF THE POOL DURING HOURS OF OPERATION. ON WEEKDAYS, ONE LIFEGUARD WILL BE PROVIDED BETWEEN THE HOURS OF 11:00 A.M. AND 1:00 P.M. DURING LAP SWIMMING. THREE LIFEGUARDS WILL BE PROVIDED BETWEEN THE HOURS OF 1:00 P.M. AND 7:30 P.M. ON WEEKENDS, THREE LIFEGUARDS WILL BE PROVIDED BETWEEN THE HOURS OF 11:00 A.M. AND CLOSING (6:30 P.M. OR 7:30 P.M.) b. On days when attendance at the pool is very low, the contractor may reduce the number of lifeguards on duty to as few as one. c. The contractor shall maintain pool membership. Authorized patrons may display the DLA ID card, a military ID card, or a Fitness Center pass card to gain access to the pool. Dependents of valid patrons will be issued a government provided season pass. The contractor will maintain a register of these cards collecting required information (such as name, phone numbers, etc.) as to be determined by the government prior to the start of the pool season. d. Each valid pool patron is entitled to bring one guest per day for a one dollar ($1) daily fee. The contractor will collect this fee and issue the patron a receipt. The contractor will also have a sign in sheet for all patrons to sign in. The fees and a copy of each receipt will be taken over to the Fitness Center and given to the Fitness Center employee at the end of each business day (Monday-Friday). On Saturday and Sunday, the money and receipts will be collected and stored in a lock box provided by the Government and locked in a locker in the guard shack. A fitness Center employee will retrieve the box on Monday morning. The contractor is responsible for preparation of the daily activity report, DAR (form to be provided by the Government). The sign in sheet will be totaled at the end of the day and will be included with the DAR. The Government will deposit any collected funds. e. During rain days, when it is unsuitable for swimming, the contractor may close the pool at 6:00 p.m. In the event of severe or stormy weather, the Contractor may close the pool at such time as it deems necessary to prevent injury to attending members. A call to DDSP security(46270) and to the Fitness Center staff member (46428) shall be made to alert them as to the decision to close. f. Lifeguards shall have the authority to discipline swimmers and any and all other persons within the pool facility within their best judgment and sole discretion consistent with the published and posted rules of the Government and minimum safety standards as established herein. The Government agrees to support Contractor?s lifeguards in enforcing the rules with pool patrons. g. Once every hour, the contractor shall clear the pool of children (under 18 years of age) for a period of ten minutes. During this time, lifeguards will not be on duty. h. During the daily operation of the pool, the Contractor shall provide staff to perform the following tasks: (1) Lifeguard the main pool (2) Check the water chemistry and record readings every two(2) hours (3) Maintain chemical balance of pool water (4) Vacuum the pool (5) Clean the tiles around pool edge (6) Backwash the filter system (7) Clean the bathhouse daily (8) Clean the swimming pool area (9) Empty the trash (10) Thoroughly clean and straighten the deck furniture (11) Replenish the janitorial supplies in bathhouses (12) Enforce the rules which are posted for safety and convenience of members (13) Assist in collecting guest fees and monitoring membership (14) Check and record filter pressure gauge readings and flow meter areadings daily and take corrective measures as indicated (15) Serve as the point of contact for private parties i. The Contractor shall be responsible for maintaining the following chemical levels of the swimming pool water within the tolerances of the American Public Health Association and the local health department while the pool is open to swimmers: Free chlorine 1.0 to 3.0 PPM pH 7.2 to 7.8 Total alkalinity 80 to 120 PPM Calcium hardness 200 to 300 PPM Chlorine stabilizer less than 100 PPM j. At no time will the water chemistry cause a failure of permission to operate the pool granted by the local health department (unless caused by Acts of God or interference by the Government). In the event the local health department revokes permission to operate the pool due to improper water chemistry, the Government shall be entitled to a reduction of the contract price set forth herein computed by the following formula: The number of days closed times the average daily cost of operation. The average daily cost of operation will be computed by dividing the total dollar amount of CLIN 0001 by the number of days that the pool is to be n operation during the season. 4. CHEMICALS AND SUPPLIES: The Contractor shall provide the following supplies: (1) Liquid chlorine and pH control chemicals for the pool water. (2) The following pool and janitorial supplies: Soap Disinfectant Paper towels Deodorizer Toilet tissue Correct size trash can liners for the pool area and bathrooms Glass cleaner Tile scrub pads Tile cleaner (3) normal incandescent light bulbs for the bathrooms, pump room, and lifeguard room. The Government shall be responsible for the cost of replacing all other light bulbs. 5. LIFEGUARD QUALIFICATIONS: All lifeguards shall have American Red Cross Basic Lifeguarding Certificates or Lifeguard Training Certificates, or the equivalent, as well as Professional Rescuer CPR, and First Aid. 6. SUPERVISION: The contractor?s management personnel will inspect the pool and check performance of lifeguards at least twice each week during the full-time operation of the pool. 7. DATES AND HOURS OF OPERATION: a. During the 2002 swimming season, the pool will be open May 25th through September 2. Operations hours shall be as follows: from May 25 through September the pool will be open from 11:00 a.m. to 7:30 p.m. Monday through Saturday and 11:00 a.m. to 6:00 p.m. on Sunday. The pool will be open seven (7) days a week. Specific dates of operation for the option years will be provided upon exercise of each option period. 8. GOVERNMENT-FURNISHED PROPERTY AND SERVICES: a. The Government will provide six (6) sets of keys to the Contractor to open all locks required to operate the pool. The Contractor shall keep and safeguard keys and release keys only to authorized personnel. Keys shall be returned to the Government upon contract expiration. b. The Government shall provide a class A telephone accessible to lifeguards at pool site. If at any time, the telephone is not operational, the Contractor may close the pool to members. c. The Government shall provide the following utilities and services for Contractor use during the performance of this contract: (1) water (2) electricity (3) 110-volt electrical outlet in pump room (4) garbage pick-up service d. The Government shall provide the following property for Contractor use during the performance of this contract: Water hoses first aid kit Pool vacuum heads first aid supplies Pool poles safety goggles Pool vacuum hoses chemical resistant gloves Rescue tubes mops Ring buoys brooms Life hooks dust pan Pool rules signs brushes Trash receptacles buckets Water test kit sponges Life line pool brushes Back board with three straps leaf skimmers Algaecides algae brushes Lifeguard stand umbrella for each lifeguard station Head immobilizers for use with backboard e. The Government will provide and utilize a Blood Borne Pathogens Kit whenever necessary. 9. VANDALISM: The contractor shall immediately report any instances of vandalism to the Contracting Officer. 10. EMERGENCY CLOSING OF POOL: Either the Government or Contractor may close the pool in an emergency situation, whether the emergency is caused by breakdown of equipment, or by other causes. If the Contractor fails to perform repairs and/or restore the pool to normal operation within ten calendar days, the Government will be entitled to a reduction of the contract price. The amount of the reduction shall be computed as follows: For each operational day following the tenth day the pool is not operational, the contractor shall pay 50 percent of the daily operating cost. The daily operating cost shall be one percent of the total dollar amount of CLIN 0001. 11. REPAIR WORK: The Contractor may be required to perform repair work needed during the term of this contract. However, the Government reserves the right to perform the work with it?s own employees or contract with another vendor. Work may include minor repairs to the pool and recirculation system. The Contractor will identify the repair required and call the Fitness Center, 46428, for approval to proceed. Payment will be made via the standard provisions of the contract. No work can proceed without first receiving authorization from a designated Government Representative. 12. SPECIAL EVENTS: a. The Contractor shall provide lifeguards for special events during normal pool hours for after-hours parties, and extra hours of operation at the request of a private individual. Agreements for pool parties are between the private individual and the Contractor. The Government shall not be liable for payment or lack of payment by the private individual to the Contractor. No alcoholic beverages will be permitted at these special events. b. Lifeguards provided by the Contractor for special events will be paid based on an hourly rate, and shall be billed directly to the private individual. Billing shall include actual hours lifeguards are on duty supervising the pool and time spent cleaning up after use by any special group or party. The Contractor shall not be required to provide lifeguards beyond the hour of 12:00 midnight. All parties shall be completed and the pool closed by 12:00 midnight. c. The following scale shall be used to determine the number of lifeguards required at an after-hours event: Number of People Number of Lifeguards Scheduled to attend required 1 to 25 1 26 to 60 2 61 to 100 3 101 or more 4 or more d. The Contractor shall provide an additional lifeguard for any teenage party or college age party. The private individual booking the party/special event will provide one adult chaperone for each ten people at a teenage or college age party. e. The Contractor will obtain the following information in writing from the private individual at least sever (7) days prior to each event: (1) the time and date of the party (2) the number of people who are scheduled to attend (3) the general age group of the people scheduled to attend (4) any special admission instructions 13. SWIMMING INSTRUCTIONS: The Contractor is authorized to provide swimming instruction to pool members. The Contractor will be responsible for scheduling and collecting fees. Any resulting agreement shall be considered a contract between that individual and the Contractor. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; NO WRITTEN SOLICITATION WILL BE ISSUED. QUOTATIONS MUST BE RECEIVED BY 3 P.M. EASTERN TIME FEBRUARY 21, 2002. QUOTATIONS WILL BE ACCEPTED BY MAIL OR FAX.
