Description
The U.S. Coast Guard Engineering Logistics Center?s sole-source requirement to procure five (5) each Linear Actuating Cylinders, Stock Number 3040-01-441-3721, Hanna Corporation P/N MP1-2H-NC-8.00-51.00-RSM1G. Hydraulic cylinders shall be rated at 5000 PSI; double piston stop tube; special gland with duel wipers; 8? bore diameter; 74 1/4" overall length contracted; 51? total stroke nominal; cylinder to be equal in all ways to Hanna Corporation cylinder, but shall include the following pieces: 1 each Y-10 rod eye end, P/N RE-5035 and 1 each V-10 clevis pin with retaining washers, P/N CP-3590. Cylinders shall be manufactured in accordance with Hanna Corporation specifications and Hanna Drawing Number 706-81504-009 dated 2/5/96. Hanna Corporation maintains all proprietary rights to the manufacturing and engineering data, and the reference drawing. The Government?s requests to release the drawing to allow for a competitive acquisition have been refused. It is the Government?s belief that only Hanna Corporation and/or their authorized distributor can manufacture these cylinders, therefore, it is the Government?s intention to solicit and award a purchase order to Hanna Corporation and/or one of their authorized distributors. However, other interested sources that possess the capabilities of obtaining the required technical, engineering and manufacturing data from Hanna Corporation, and possess the capabilities of manufacturing equal cylinders can submit information regarding their capabilities within seven (7) calendar days from the date this notice is published. Inquiries/information received after the established deadline shall NOT be considered for this particular acquisition. The information submitted must be adequate enough to allow comparison of the offered cylinder to the Hanna Corporation cylinder and to afford verification of same form, fit, and function as the Hanna Corporation cylinder. Information such as technical characteristics, dimensions and dimensional drawings, operating parameters, etc., should be included in the submission. Delivery shall be F.O.B. Destination to the U.S. Coast Guard Engineering Logistics Center, 2401 Hawkins Point Road, Baltimore, MD 21226 and shall be no later than 19 April 2002. Award of this requirement shall be made by 25 February 2002. The Request For Quotation (RFQ) shall be available for download by accessing FedBizOpps at www.eps.gov, on or about 14 February 2002. Hard copies of the solicitation package shall not be issued from this office. The due date for submission of quotations shall be no later than 21 February 2002. Quotations submitted via email transmission shall NOT be accepted. Faxed quotations shall be permitted. This synopsis is issued pursuant to FAR 6.203-1 and TAM 1206.302. See Numbered Note 22.
