- This is a combined synopsis/solicitation for commercial items prepared in accordance with the subparts in Federal Acquisition Regulation 12.6 and 15, and Veterans Administration Acquisition Regulations as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 673-58-02 applies and is issued as a request for proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-4 The Standard Industrial Classification Code is 532490 and the business size standard is 100 employees. Ventilators shall be FDA approved for ventilation in the home subacute care, critical care and transport. Ventilator shall have the following characteristics: easily handled by patients, graphics screen incorporated into the unit, expiratory positive value located in the circuit where it is protected and free from condensation collection, adaptive flow continually adjusts inspiratory flow based on patient demand to maintain proper ventilation and patient synchronization, graphics with biofeedback for taking bigger breaths, clear graphics, compatible with a humidifier that would allow a normal moisture content at the patient connection without the rainout in the circuit, PC board that interfaces with internal and external sensors so that adding new parameters is just a software change; and components readily available from different manufacturers. The government intends to make a single award to the responsible offeror whose offer is the most advantageous to the government considering price and price related factors. Provision 52.212-2 Evaluation Commercial Items, applies to this acquisition. VAAR clause 852.211-77 Brand Name or Equal and 852.211-70 Service Data Manual are applicable. Award will be made on the basis of the lowest evaluated price of offers meeting or exceeding the acceptability standards for non-cost (technical) items. Offerors shall provide a completed set of provisions with proposal found at 52.212-3, Offeror Representations and Certification ? Commercial Items. Provisions and clauses found at 52.212-1, 52.212-2, 52.212-4, 52.212-5, 52.217-8, 852.237-70, 852.270-4 also apply.
