Description

The Food and Drug Administration (FDA), Center for Food Safety and Nutrition (CFSAN), has a requirement to be awarded on a Sole Source basis to Thomas Donker, Arlington, VA, for the period of one year to provide DNA pattern recognition analytical services in support of the PulseNet surveillance activities at CFSAN. Requirement includes the setting up of the BioNumerics software-based pattern recognition system, maintaining all components of the system and ensuring that the system performs seamlessly with the central PulseNet system based at CDC. The PulseNet network is currently going through major precedural changes, requiring specialized expertise in the old and new protocols. The contractor will manage the CFSAN database and provide data-mining assistance. Conduct pattern recognition analyses. Provide PulseNet data and updates to project liaison from OFP and submit sample information (after redaction) from FACTS database to PulseNet partners. Conduct pattern recognition analyses, in a timely manner on PFGE images generated by extramural grant recipient partners, from in-house research projects and from external agency partners such as WHO-CAREC. Atten the annual PulseNet update meeting to keep current with expeceed changes being implemented by the PulseNet network and if needed, provide training within FDA. To the best of the government knowledge this individual is the only person who possesses the knowledge and capabilities to fulfill this requirement. Therefor, award is anticipated to be made on a sole-source basis.
