Description
NA The US Army Corps of Engineers intends to acquire a newly constructed, commercial crane to support the Lock and Dam Maintenance mission of its Little Rock District. The crane must be able to satisfy a target lift of 55 short tons, fully revolving at an ope rating radius corresponding to 86 feet from the center of crane rotation with a 160-ft boom (based on a 70-ft wide barge). An additional 40 ft of main boom shall be provided for lesser loads. Maximum machine list of 3 degrees will be included in the targ et lift. The Government intends, at a later date, to mount the crane in a fixed location on a barge platform and the crane will not be certified. However, the crane shall be designed and built to ASME/ANSI B30.8 standards. The solicitation will be a ?bes t value? procurement using the Contracting by Negotiation process prescribed in Part 15 of the Federal Acquisition Regulation. The solicitation will issue on/about Feb. 26, 2002 and proposals will be due by close of business, local time on/about Mar. 22, 2 002. Proposals will be evaluated for completeness in satisfying the requirements of the RFP. The proposals will be ranked on the basis of the following factors in descending order of importance (a) technical merit, (b) price, (c) management merit, and (d ) past performance and experience. All factors are significant. The solicitation is set aside for small business. The NAICs code is 333120 and the size standard is 750 employees. Solicitation documents will be furnished only via the Web, hard copies wi ll not be available. Offerors may view and/or download the solicitation and all amendments from the Internet at the following address: https://ebs.nap.usace.army.mil on or after issue date of the solicitation. If any information changes during the adverti sement period, offerors are responsible to make changes to their user profile on the Internet. Failure to make changes in their user profile may cause a delay in receiving the solicitation and amendments. Offerors are responsible for printing paper copies of the solicitation. Bonding is not required. Affirmative action will also apply. Award will be made as a whole to one bidder. All contractors must be registered in the DoDs Central Contract Register before award as required by DFARS 204.7300. Instru ctions will be included in the solicitation
