- NASA/GSFC plans to issue a Request for Quotation (RFQ) for two each Lidar Transient Recorders, 12-bit analog/250 Mhz photon counting module, 50 nsec bin width; fourteen each Lidar Transient Recorders, 250 MHz photon counting module, 100 nsec bin width; three each housing and power supply for up to six transient recorders; three each PCI-DIO 32 HS interface card; three each 2-m interface cable for PCI-DIO32hs card; one basix software package for Labview and C, visualization software; and one each 3-mm silicon APD Module, Peltier cooled, preamplifier temp controller, focussing optics. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Boston Electronics Corp., 91 Boylston Street, Brookline, MA. Only Boston Electronics can supply this off-the-shelf acquisition module which takes a single signal and records data in both analog and photon counting modes. These modules are completely compatible with existing equipment and custom software has been developed for the acquisition and analysis of the retrieved data. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 8, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
