Description
On-Call rental of one fully maintained twin engine airplane with pilot for the Department of the Interior, U.S. Fish and Wildlife Service (USFWS), Honolulu, Hawaii. The primary need for the aircraft is to provide logistical support to the Tern Island Field Station at French Frigate Shoals. Tern Island lies 550 miles northwest of Honolulu, Hawaii. The primary mission of the aircraft is to transfer food, supplies, parts, equipment, and personnel between Honolulu and Tern Island. The secondary mission is to provide a platform from which aerial photographs can be taken. Photography requires a port in the floor of the aircraft through which vertical photographs are taken. Contractor may be required on short notice in case of emergency evacuation needs on Tern Island. A potential hazard that must be considered is the presence of nesting colonies of seabirds. Approximately 300,000 Sooty Tern may be present during spring and summer. Larger birds such as albatross, frigate birds, and boobies are also present in substantial numbers during much of the year. The load requirements are variable, however, a minimum of four passengers seats or 850 pounds of payload is required. Freight may include food, diving gear, live seals and birds, outboard motors, diesel engines, radio antennas, equipment parts, personal goods, mail, and maintenance equipment. The USFWS will arranges for transportation of barrels of contractor furnished fuel that may be required at Tern Island. A minimum of 20 round trip flights per year is anticipated. Overnight stays at Tern Island may be required on approximately 8 of the trips. Term of the contract is one year with an option for one additional year. Certification under 14 CFR, Chapter 135, Air Taxi Operators and Commercial Operators is required.
