Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. Solicitation number 9TER-02-JAL-0004 is issued as a Request for Proposal (RFP). The complete solicitation is attached. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-04. The simplified acquisition procedures of FAR Part 13 are applicable to this procurement. This procurement is in support of Luke AFB, Arizona for the development of two simulated aircraft keyboards. The technical requirements for the two keyboards are specified in the attached Statement of Work. This procurement is set aside for small business. The government will award a contract resulting from this RFP to the responsible offeror whose offer conforming to this notice will be most advantageous, representing the best value to the government, price and other factors considered. A firm, fixed price contract will be awarded. Delivery of the two keyboards is due within 8 weeks from the date of contract award. The following "Best Value" factors shall be used in equal order of importance for evaluation of offers: Specific Past Experience, Past Performance, and Price. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions ? Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition. The potential awardee will be required to register in the IT Solutions Shop at http://it-solutions.gsa.gov for the post-award process and the submission of invoices. All responses received by 5:00 PM PST, March 8, 2002 will be considered by the government. No questions will be accepted after 5:00 PM PST, March 5, 2002.
