Description
The Pension Benefit Guaranty Corporation (PBGC) seeks to increase the maximum hours for Phases 3 and 4 of an existing contract with Morneau Sobeco for the continuation of services related to: the acquisition of the ARIEL software package; periodic technical and actuarial updates for the software package; services to support its modification to meet PBGC requirements; its implementation at PBGC; and the integration of selected pension plans into the modified software package. Morneau Sobeco is the owner of the ARIEL software package and is therefore the only firm with knowledge of the product sufficient to provide periodic technical and actuarial updates. The increase in hours will cover PBGC's need to, on occasion, accept benefits computed by plan sponsors rather than perform the calculation using participant data. Benefits might be accepted rather than computed because participant data is not available, or because benefit estimates must be produced prior to the availability of plan data or documents. Since sponsors calculated benefits are most frequently accepted when participant data is missing, ARIEL must be modified to respond appropriately to missing participant data, accept entered benefits, and use different calculation algorithms when benefit amounts are entered. It is in the best interest of the Government to continue services with the current contractor under the existing contract, increase the labor hours and extend the period of performance to ensure continuity of work. This is not a request for proposal.
