Description
The General Services Administration intends to issue a contract to American Science and Engineering, Inc. (AS&E), of Billerica, Massachusetts through solicitation no. 9TER-02-JAL-006 pursuant to the authority of FAR Parts 12 and 13.501(a) "Sole Source Acquisitions". AS&E will be providing preventative maintenance services and replacement parts for four mobile MICRO-DOSE X-Ray Inspection Systems that they manufactured for the Thunder Mountain Evaluation Center, Fort Huachua, Arizona. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-6. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. There is only one responsible source and no other supplies or services will satisfy agency requirements. These customized systems are proprietary and are highly complex electro-mechanical systems which need to be serviced by extensively trained and certified AS&E personnel. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition to the extent consistent with a sole source acquisition. American Science and Engineering, Inc. shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. This notice is not a request for competitive proposals. All interested parties must submit a capability statement that sufficiently describes their qualifications, capabilities, and previous experience related to fulfilling a similar requirement via email to joann.ancheta@gsa.gov by 5:00 p.m., PST, April 12, 2002. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted via email at joann.ancheta@gsa.gov.
