- The Division of Acquisition Management has a requirement for the Office of Women?s Health/Office of Public Health and Science to develop and evaluate an evidence-based exercise program applicable to low income women with limited formal exercise opportunities, as part of efforts to reduce cardiovascular risk, and assess whether a program can be developed which is applicable to both urban and rural women. The Contractor shall develop a program which will enroll women for a 2-year longitudinal follow up program, with the goal of developing an individual exercise program, and then providing follow up to continue to encourage women to incorporate the program into a lifelong behavioral change. The Contractor shall conduct provider training prior to initiation of the program. Health care providers shall receive training through a CME lecture, and printed materials on exercise counseling. The training should include assessment of exercise capacity and physical activity as part of the clinical encounter, and the provision of brief counseling messages to promote physical activity. During these training sessions, the goals and activities of the exercise program shall be described, so that health care providers can accurately discuss and refer patients to the program. A second set of training shall be conducted to the core of women to be trained as health educators, to provide the initial training and to provide the follow up to women. The Contractor shall ensure that the group trained will differ in each practice setting. Core to the training shall be a leader in the education effort, who is a provider/health educator/LPN or MA in the practice. The group may also include at each site additional women, including volunteers to assist in the effort. The ideal criteria for the volunteers shall include women from the same community as the patients served, who have struggled and had some successes in achieving their own personal exercise goals. The Contractor shall obtain and adapt materials for the CCOE/CoE for the initial educational session and counseling. The Contractor shall obtain and adapt materials for the CCOE/CoE to provide feedback and counseling to patients through the course of the program, and to track their progress. The Contractor shall contact appropriate programs in the community that support proper nutrition and exercise opportunities, especially those at low cost, shall address developing possible linkages, and possible in kind support or fee reductions for women within the program. In order to assess the progress of women in the program, and the overall success of the program, the Contractor shall track the basic data collected as part of their regular clinical care. The Contractor shall conduct a program evaluation. This effort will take the collaboration of one (1) National Centers of Excellence in Women?s Health Centers (CoE) and one (1) National Community Center of Excellence in Women?s Health Center (CCoE). They are Boston University and Northeast Missouri Health Council. The Government intends to make two (2) one-year awards utilizing, FAR Part 13, Simplified Acquisition Procedures. This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only the two (2) sources above, under the authority of FAR 13.106-1(b). Interested persons may identify, in writing, their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
