Description
The National Marine Fisheries Service (NMFS), Honolulu Laboratory, requires the charter of two commercial fishing vessels to conduct concurrent lobster tagging operations at Necker Island, approximately 750 km (430 nautical miles) northwest of Honolulu, for the period September 1, 2002 to September 30, 2002. The charter contracts will include an option, to be exercised at the Government's sole discretion, to charter the vessels again for the same period and purpose in 2003 and 2004. Vessels must be at least 65 feet long and have a minimum horsepower rating of 350. Vessels must be able to set and haul up to 500 lobster traps within a 24 hour period and to maintain a minimum cruising speed of at least 13.9 km/hr (7.5 nm/hr) in low sea states. Vessels must be suitable for distant open-ocean work, with sufficient fuel, water, and food stores to remain at sea for the duration of the charter. Vessels must have, in proper working order, all required USCG approved safety, navigation, and communication devices. There must be berthing accommodations for three project scientists (which may include women) as well as a crew comprising at least three fishermen and a captain. The captain must be U.S. Coast Guard Licensed and have a minimum of two years lobster fishing experience in NWHI waters.
