Description

NOTICE OF INTENT TO SOLE SOURCE - The National Institute for Occupational Safety and Health (NIOSH) laboratory facility in Morgantown, WV purchased an ESCA 5702 System in 1995. The government desires to provide continued maintenance for this instrument and intends to negotiate on a sole-source basis with the equipment manufacturer, Physical Electronics, Eden Prairie, MN. Physical Electronics will provide continued maintenance including annual preventative maintenance and up to six on-site emergency visits by a qualified Service Engineer, with parts, excluding consumables, replaced at Physical Electonics' expense. The contract also includes all optic repairs at Physical Electronics' expenses and optic rebuilds at one-half the current labor rates. The agreement includes free use of loaner or exchange programs, no cost technical telephone support, a guaranteed five day response time and factory repair services. We are not aware of any other vendor that could provide the necessary support because the source codes and the dimensional drawings and documentation of PHI parts necessary for servicing the 5702 are proprietary. If there are interested parties who believe they can provide the required services, they may fully explain their capabilities and qualifications in writing within 7 days from the date of this announcement. The intent of this synopsis is to determine if any sources exist, therefore, no RFP is available. Any response(s) failing to provide the aforementioned stated data, but instead choosing to merely submit a routine letter requesting a copy of the RFP will not be honored.
