- TECHNICAL ASSISTANCE - SOURCES SOUGHT. SOL N/A, DUE 05/09/02, NLT 4:00 P.M. POC Gene Sharp, Contract Specialist, 301-443-0150; Margaret Kelly, Contracting Officer, 301-443-4988. REQUEST FOR CAPABILITIES STATEMENT FROM 8(a) SMALL BUSINESSES. The Department of Health and Human Services (DHHS), Program Support Center (PSC) is conducting a market search for 8(a) small businesses to provide technical assistance in support of the Office of Emergency Preparedness (OEP), National Disaster Medical Assistance Teams. PSC reserves the right to set this action aside for 8(a) small businesses. If there are an insufficient number of qualified 8(a) concerns to ensure adequate competition, PSC may elect to compete the requirement as a small-business set-aside. Technical assistance under this contract will support the continued development and maintenance of National Disaster Medical System (NDMS) response teams in support of Emergency Support Function (ESF) #8 activities under the Federal Response Plan. The NDMS medical response component is comprised of over 7,000 private sector medical and support personnel organized into approximately 83 Disaster Medical Assistance Teams, Disaster Mortuary Operational Response Teams, and specialty teams across the nation. Technical assistance for each team will vary based on each teams annual proposed requirements. The contractor will be responsible for management and administration of NDMS day-to-day team activities, including issuing personnel salaries, record-keeping, inventory of equipment, and correspondence with team members and parties who support team activities. The contractor will also be responsible for providing technical assistance and payment of authorized expenditures for procurement and maintenance of medical equipment, procurement of supplies and uniforms, leasing warehouse and office space including utilities and security, training, travel, drills and exercises, readiness evaluations and site visits, vaccinations and immunizations, reporting, and assistance to NDMS response teams in development and implementation of annual team proposals. The applicable NAICS is 624230 with a size standard of NTE $6M. ALL INTERESTED 8(a) SMALL BUSINESSES SHOULD FURNISH STATEMENTS REFERENCING THEIR CORPORATE EXPERIENCE AND CAPABILITIES RELATIVE TO THE TECHNICAL ASSISTANCE SET FORTH ABOVE NO LATER THAN MAY 9, 2002, 4:00 P.M. It is anticipated that the contract will have an effective date of September 30, 2002. The anticipated period of performance is a twelve (12) month basic period and four (4) twelve (12) month option periods. All responsible and eligible 8(a) firms may submit their Capabilities Statement which will be considered by the PSC. This is not a Request for Proposals (RFP). No solicitation document is available at this time.
