Description
The U.S. Environmental Protection Agency, Office of Emergency and Remedial Response (OERR), has a requirement for a service contract to present it's Environmental Response Training Program. The contractor will operate two training facilities. One of these facilities will be at the EPA facility in Edison, New Jersey. The EPA shall provide the required classroom, storage, and laboratory/exercise areas for the Edison facility. Some of the courses will be presented in Edison and others will take place at the contractor's proposed second training facility and throughout the country. The contractor will be responsible for; managing and directing the program, presenting existing courses, developing and presenting new courses, and providing the professional instructors and auxiliary staff needed to operate the program. The training program includes training topics involving health and safety, and technical operations related to hazard sampling, detection, identification, evaluation, control, and decontamination. The Contractor will also be expected to support EPA's increasing responsibilities related to domestic preparedness which involve the development and delivery of training courses related to our domestic response to the deliberate release of toxic materials. The EPA anticipates award of a cost plus fixed fee(LOE)contract with a five(5) year period of performance. The base level of effort for each year will consist of 110,240 direct labor hours. The Government anticipates including quantity option amounts of 23% which brings the maximum total potential on the contract to 686,400 direct labor hours over five (5) years. The solicitation is subject to full and open competition, all responsible offerors may submit a proposal. Copies of the solicitation will be available to all offerors on the Internet. Offerors should visit EPA CMD's Home Page (http://www.epa.gov/oam/cinn_cmd) for continuous update of RFP's status. No RFP release date and closure have yet been established. Anticipated release is mid to late June 2002. The NAICS code is 611430.
