Description
Under the authority of Federal Acquisition Regulation, Part 13, Subpart 13.106-1(b), the U.S. Department of the Interior, BIA, Office of Indian Education Programs (OIEP) intends to contract on a sole source basis the services of American Indian Institute, College of Continuing Education, 555 Constitution Avenue, Norman, Oklahoma 73072-7820 to provide a “Drug/Alcohol/Violence National Media Campaign and Community Awareness” for the BIA funded schools and dormitories to highlight red ribbon week during the nationally recognized Drug/Alcohol/Violence Prevention Week, October 7-11, 2002. The Safe and Drug-Free Schools and Communities Act (SDEFSCA) is a critical part of P.L. 107-110, “No Child Left Behind: legislation passed on January 8, 2002. The SDFSCA is designed to empower schools and communities to develop programs to combat alcohol, drugs, and violence. The authorized drug and violence prevention programs within allow States (including the BIA) and local communities to develop drug and violence prevention plans to assist them in achieving the goal of providing safe, drug free, violence free, and well disciplined learning environment for all young people. The BIA is responsible for providing funding and administrative structure and assistance for 185 schools and dormitories in 23 states. To effectively impact these programs and the Indian community at large it is necessary to implement a National Alcohol, Drug, and Violence Awareness strategy. The contractor will assist the BIA, OIEP, CSI, in the development a theme to project a positive image of the BIA Education programs the services and programs available to Indian students and community members; develop material media to facilitate the need to disseminate the theme of the BIA/OIEP/SDFSCA National Program; develop an instructional manual for the use of material media to bring about awareness and promote the development of Strategies and programs to address the needs of schools and communities; and provide a complete report of the project and ev ogram success. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. All responsible sources may submit a quotation, which, if timely received, shall be considered by the agency. If no affirmative written response is received within 5 calendar days from the publication of this synopsis, a contract may be issued to the proposed contractor without further notice.
