- This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This notice constitutes the only solicitation; price quotes are being requested and a written solicitation will not be issued. This solicitation, DTCG81-02-Q-3JA008, is issued as a Request For Quotation (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. Federal Acquisition Regulation (FAR) clauses and provisions are available via internet address: http://www.arnet.gov/far/. This acquisition is 100% set-aside for small business concerns. The North American Industry Classification System (NAICS) is 421990 and Small Business Size Standard is 500 employees. Item Description and Quantities are as indicated: 1) Cascade Whitewater Helmet ? Sizes: Small, 20 each; Medium, 120 each; Large, 140 each; Extra Large, 120 each. 2) Lifesaving Systems Corp Raintec Rain Gear ? Sizes: Small, 40 each; Medium, 80 each; Large, 120 each; Extra Large, 120 each; 2X Large, 40 each. 3) Scott USA Performance Series Goggles (Regular) Boat Crew Goggles ? 400 each. Offers for equal items are acceptable, but shall be constructed or fabricated with same material and style, color and functionality. Helmets must be approved for use by U. S. Coast Guard Boat Crews. Provide specifications for equal items. Acceptance: Destination ? Camp Lejuene, NC; Yorktown, VA; San Pedro, CA; and Galveston, TX. The quantity to be shipped to each location is one-fourth of the quantity for each item. Required Delivery Date is June 14, 2002. If quotes are not FOB Destination, indicate Point Of Origin and shipping/freight cost. Federal Acquisition Regulation (FAR) Provisions that applies to this RFQ: 52.212-1, Instruction to Offerors-Commercial Items (Oct 2000), 52.212-2, Evaluation-Commercial Items (Jan 1999), and 52.215-5, Facsimile Proposals (Oct 1997). The Government will award a contract resulting from this solicitation to the responsive, responsible offeror whose offer conforms to the solicitation and most advantageous to the Government, price and delivery time factors considered.. FAR Clause 52.212-3, Offeror?s Representations and Certifications ? Commercial Items (May 2001) MUST AND SHALL be completed and submitted with the RFQ?s. NO CONSIDERATION WILL BE GIVEN TO QUOTES LACKING THIS AND ANY OTHER INFORMATION SET FORTH IN THIS SOLICITATION. FAR Clause that applies to this RFQ: 52.232-8, Discount for Prompt Payment (May 1997). PLEASE READ, COMPLETE AND PROVIDE ALL INFORMATION IN THIS SOLICITATION PARTICULARLY FAR PROVISION (S) 52.212-1 and 52.212-3. Quotes are due no later than May 29, 2002, local time 3:30 P.M.
