- Description
- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is F7322321200100 and the solicitation is issued as a request for proposal (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-19. (iv) There are 0004 line items and the quantity is one (1) lump sum for each. The statement of work and request for quote are listed at Attachments 1 and 2. (vi) Scott AFB IL has a need for UPS Maintenance in Bldg 1700, USTRANSCOM, Scott AFB IL 62225-5233, in accordance with attached statement of work and request for quote. (vii) Inspection and acceptance will be at Scott AFB IL. (viii) The North American Industry Classification System Code (NAICS) is 811219. (ix) The provision at Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Subparagraph (b)(7) is changed to read: Any resulting contract will be subject to FAR 52.232.33 Mandatory Information for Electronic Funds Transfer Payment. Subparagraph (b)(10) is changed to read: Past performance data shall include at least three (3) recent and relative contracts for the same or similar services to include contract numbers, points of contact with telephone numbers (voice and fax). (x) The FAR provision 52-212-2, Evaluation -- Commercial Items, applies to this acquisition. Paragraph (a) is completed as follows: Technical specifications, Past Performance, Proximity to Scott AFB IL for Maintenance, and Price. Award will be based on the best value to the government. When combined, technical and past-performance and proximity to Scott AFB IL for maintenance will be significantly more important than cost or price. The government reserves the right to award a contract to other than the offeror with the lowest price. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items applies to this acquisition. The clauses at subparagraph (b)(12), (b)(16), (b)(22), (c)(1), (c)(2), and (c)(3) of 52.212-5 are applicable. (xiiiv) The clauses at DFARS 252.204-7004, Required Central Contractor Registration applies to this acquisition. DFARS 252.225-7001 applies. (xv) The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition. (xvi) Quotes are due to this office NLT 4:00 p.m. CDT on 28 May 02. Quotes may be faxed to the attention of Helen Billhartz at 618-256-5237 or mailed to 375 CONS/LGCB, ATTN: Helen Billhartz, 201 E. Winters Street, Building 50, Scott AFB, and IL 62225-5015. All responsible sources may submit a proposal which shall be considered by the agency.
